9:05 a.m. Held a Board of Equalization meeting <br /> 9:17 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION —Chair Richardson called for public participation and no one <br /> responded. <br /> 19. DISCUSS & TAKE ACTION ON REQUEST FORM ELECTION COMMISSIONER TO <br /> CREATE AN EARLY VOTER LIST- Election Commissioner Tracey Overstreet is proposing to <br /> develop an early voter list. This will make it easier for people to vote. This is not required and <br /> there is a cost that could be associated with it. When a voter requests an early ballot there <br /> would be a check mark indicated that they would like to be on a permanent list to receive an <br /> early ballot. The state requires that they sign their name on the request then she would send <br /> them an application for an early ballot. She was not sure if the data base would accommodate <br /> this but other counties have been working on this. Douglas County, Lancaster and Gage <br /> counties are doing this. Lancaster County has spent about $11,000.00 at a cost of 41 cents per <br /> card. She would use 45 to 50 cents per card. The cost involved would be the printing and <br /> sending out the post cards. This could possibly save some contract labor costs during the <br /> election cycle. In 2016 they spent $4,400.00 on contract labor. It would make it easier for the <br /> voter and make the results quicker on election night. This will help the voters. <br /> Lancaster stated that she thinks this a great idea to encourage people to vote. We are here to <br /> support the public and democracy. <br /> Quandt made a motion and Lancaster seconded to allow the election commissioner to create an <br /> early voting list. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried. <br /> 5. 9:30 A.M. BID OPENING FOR THIRD FLOOR BALCONY DOOR WINDOW RESTORATION <br /> Quandt made a motion and Lancaster seconded to open the bids for the balcony restoration. <br /> Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and <br /> none voted no. Motion carried. <br /> There were no bids received. Mr. Humphrey stated one potential bidder did call and stated he <br /> was not able to secure subcontractors. Discussion was held and it will be advertised again. <br /> Arnold made a motion and Bredthauer seconded to publish the bids for the third floor balcony <br /> restoration for August 21, 2018 at 9:45 a.m. <br /> Bredthauer questioned if the project is too small and they do not want to bid it. Mr. Humphrey <br /> stated that he did have two potential bidders attend the pre bid meeting but it involves time and <br /> labor to preserve the wood. It is a specialty project. Discussion to see if there are smaller <br /> contractors that may be interested. Mr. Humphrey stated that he will try to contact some other <br /> potential bidders. <br /> The vote on the motion to publish the bids for the third floor balcony was taken. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 3 <br />
