2.03.13000URT,INNER shall mean a court enclosed on all sides by the exterior walls of a building or buildings.
<br /> 2.03.131 COURT. OUTER shall mean a court enclosed on all but one (1) side by exterior walls of building or
<br /> buildings or lot lines on which fences,hedges,or walls are permitted.
<br /> 2.03.132CUL-DE-SAC shall mean a short public way that has only one outlet for vehicular traffic and terminates in a
<br /> vehicular turn-around.
<br /> 2.03.133 CURB LEVEL shall mean the mean level of the curb in front of the lot, or in case of a corner lot, along that
<br /> abutting street where the mean curb level is the highest.
<br /> 2.03.134 CURVE LOT(see Lot,Curve).

<br /> 2.03.161 EASEMENT shall mean a space or a lot or parcel of land reserved for or used for public utilities or public or
<br /> private uses.
<br /> 2.03.162EDUCATIONAL INSTITUTION shall mean a public or nonprofit institution or facility which conducts
<br /> regular academic instruction at preschool, kindergarten, elementary, secondary, and collegiate levels,
<br /> including graduate schools, universities, junior colleges, trade schools, nonprofit research institutions and
<br /> religious institutions. Such institutions must either:
<br /> 1. Offer general academic instruction equivalent to the standards established by the State Board of
<br /> Education; or
<br /> 2. Confer degrees as a college or university or undergraduate or graduate standing; or
<br /> 3. Conduct research; or
<br /> 4. Give religious instruction.
<br /> Private schools, academies, or institutes, incorporated or otherwise,which operate for a profit,commercial,or
<br /> private trade schools are not included in this definition.
<br /> 2.03.163 EFFECTIVE DATE shall mean the date that this chapter shall have been adopted, amended, or the date land
<br /> areas became subject to the regulations contained in this chapter as a result of such adoption or amendment.
<br /> 2.03.164ELECTRIC DISTRIBUTION SUBSTATION shall mean an electric substation with a primary voltage of
<br /> less than 161 KV,with distribution circuits served.
<br /> 2.03.165ELECTRIC TRANSMISSION SUBSTATION shall mean an electric transformation or switching station
<br /> with a primary voltage of more than 161 KV without distribution circuits served.
<br /> 2.03.166ELEEMOSYNARY INSTITUTIONS shall mean an institution supported by charity and designed to assist
<br /> persons such as those recovering from mental or emotional illness.
<br /> 2.03.167ENCROACHMENT shall mean an advancement or intrusion beyond the lines or limits as designated and
<br /> established be the Regulation, and to infringe or trespass into or upon the possession or right of others without
<br /> permission.
<br /> 2,03.168 ENLARGEMENT shall mean the expansion of a building, structure, or use in volume, size, area, height,
<br /> length,width,depth,capacity, ground coverage,or in number.
<br /> 2.03.169ERECTED shall mean constructed upon or moved onto a site.
<br /> 2.03.170ENVIRONMENTALLY CONTROLLED HOUSING shall mean any livestock operation meeting the
<br /> definition of a Livestock Feeding Operation (LEO) and is contained within a building which is roofed, and
<br /> may or may not have open sides and contains floors which are hard surfaced, earthen, slatted or other type of
<br /> floor. The facility is capable of maintaining and regulating the environment in which the livestock are kept.
<br /> Does not include Hoop Houses with dry bedding,
<br /> 2.03.171EXISTING AND LAWFUL shall mean the use of a building, structure, or land was in actual existence,
<br /> operation, and use, as compared to the use being proposed, contemplated, applied for, or in the process or
<br /> being constructed or remodeled. In addition,the use must either have been permitted, authorized, or allowed
<br /> by law or any other applicable regulation prior to the enactment of a zoning regulation when first adopted or
