12. FACILITIES —ARNOLD
a) DISCUSSION & POSSIBLE ACTION ON REVISED PROPOSAL FOR COURTHOUSE
INTERIOR STAIR RESTORATION — Mr. Humphrey was present and he has a copy of the
proposal there are 5 options. It is important to make sure that it will handle the structural issues.
Arnold noted that it may be cheaper to use the percentage amount and we do not know what
the total cost will be. The committee recommended having Berggren do the work and use the
percentage basis. These ae 120 year old stairs and it is better to have someone who is familiar
with this type of work. The board does not have to be concerned with the tax credit anymore.
Bredthauer ask how the stairs were installed and Mr. Humphrey explained how they used doles
on the front of the steps to hold the stone in place. They are only certain companies that can do
this work. Lanfear also expressed concern on the installation and the weight of the stone for the
stairs. Discussion was held if there may be some other materials that could be used. Berggren
and Associates would be knowledgeable on this type of project.
Lanfear made a motion and Arnold seconded to hire Berggren &Associates and use the
14.21% basis and authorize the chair to sign the agreement. Arnold noted that we need the
engineering aspect to make sure that the stairs are installed right.
Quandt questioned if Berggren has the experience for this project. Mr. Humphrey stated they
contacted Marvin Webb and he declined. Mr. Berggren has worked with the state preservation
office. Quandt questioned if there were any local contracts that could do the work. Discussion
was to contact Cannon and Associates Mr. Humphrey stated he ask them for a quote and they
did not get back to him.
Discussion was held on the tax credit and Arnold expressed concern that it would take a year to
get that done. He stated it would be an advantage to use Berggren it is a small project in the
scheme of things and you have to have an architect involved.
Bredthauer noted that if we receive the $40,000.00 tax credits and have to hire an architect it
will cost more than we will get back.
Lancaster expressed concern that Berggren may be higher but she support having an engineer
because of the weight load of the steps. They have been working on the windows and the steps
for years and it needs to be done.
Arnold noted that you do want to have an architect involved and this is a reasonable cost.
Quandt stated he is not against fixing the steps he would like to see some one local engineering
firms in Grand Island they could do it cheaper.
The voted on the motion was taken Arnold, Bredthauer, Lancaster, Lanfear, Richardson and
Schuppan all voted yes and Quandt voted no. Motion carried.
DIRECTOR'S REPORT - Mr. Humphrey was present and stated that the Nebraska Historical
office will be here June 7 from 3:00 p.m. to 5:00 p.m. regarding the showing of the restored
ceiling in the courtroom.
He has been doing some research regarding the front steps on the Federal Building and some
of the stone on the steps may have to be replaced. They could patch it but it may only last 2
5
