There may also be issues that are HIPPA protected there <br /> will still have to be a legal notice and an agenda. <br /> Discussion was held on the scheduling of the meetings. Lancaster noted it may be a trial and <br /> error and there may be a few more executive sessions but she sees few problems and more <br /> benefits. <br /> Discussion was held regarding when to start this schedule. Bredthauer suggested immediately <br /> but it was also suggested to start September 1s`. Day long meetings may be an issue for the <br /> County Attorney or the County Clerk <br /> Lancaster noted that some counties have staff meetings or study sessions. Bredthauer <br /> suggested that it could just be study session and no action could be taken then they could vote <br /> on issues the next week. If they waited until September they could hold discussion on how to <br /> organize it and decide the type of meetings. <br /> Quandt expressed concern that thing have been shifted to the committees and they use dot <br /> hold meetings every week. <br /> Richardson note that there have been committees since 1982 she trust the committees and <br /> she thinks it is a good system and we have good management and she trusts them <br /> Lanfear amended his motion and Bredthauer seconded to start on September 1, 2018 and have <br /> further discussion. Bredthauer, Lanfear, Lancaster and Quandt all voted yes and Arnold, <br /> Richardson and Schuppan voted no. Motion carried. <br /> 10. DISCUSSION AND POSSIBLE ACTION REGARDING FOLLOWING ROBERTS RULES <br /> OF ORDER TO LIMIT DISCUSSION — Lanfear stated that he would like to follow Roberts <br /> Rules of Order and limit discussion to three minutes and allow each to person to only address <br /> an issue 2 times and to add new information on the second discussion. <br /> Lanfear made a motion and Schuppan seconded to follow Roberts Rules of Order regarding <br /> limiting discussion to 3 minutes and to allow discussion 2 times. <br /> Richardson stated that she thinks this a good idea to limit discussion 2 times and to add new <br /> information the second time. <br /> Bredthauer read a portion of the Robert rules of order and suggested to limit it to 5 minutes <br /> instead of 3. Lanfear stated he wanted to leave it at 3 minutes. <br /> Richardson stated that this is what the city follows and they should study the process and to be <br /> flexible. It is a good thing to use a relaxed order and fall back on Roberts Rules of order we do <br /> not have a parliamentarian <br /> Lancaster noted that some people appreciate it because it is not so structured and the board <br /> allows more input. She noted that maybe the study session would eliminate the lengthy <br /> discussions. <br /> The voted on the motion was taken Lanfear Richardson and Schuppan voted yes and Arnold, <br /> Bredthauer, Lancaster and Quandt voted no.
