Option #3 would be the centralized justice center that was noted in the master plan. <br /> Mr. Berggren stated that they would recommend Option #2 that would be a longer term solution. <br /> They do not know how much Hall County is going to grow. With this option they would use all of <br /> the space on the second floor, there is still space on the first floor and there would be storage in <br /> the basement. This would buy the most amount of space for the least amount of money. <br /> He also noted that the mast plan discourages spending more money on the Beltzer Building and <br /> Option #3 is not a favorable option. They are following the guide lines that were established <br /> before. <br /> Arnold questioned on the layout for the Federal building if any of the new walls would be close <br /> to the existing walls. Mr. Berggren stated that the plan could be refined but it would also be <br /> subject to approval by the National Parks System. <br /> Mr. Berggren stated this is a large area and would require the same amount of renovations. <br /> The square foot price should be less because there is more area. They did not do a cost <br /> estimate. <br /> Schuppan noted that the next step would be to address this proposal with the National Park <br /> Service. <br /> Quandt questioned how Option #2 would work without the necessary parking. If there isn't any <br /> parking there would be issues to go with Option #2. <br /> Mr. Berggren stated they could park across the street and there are a few parking spaces in the <br /> back that could be used. <br /> Lancaster noted this is a good step forward they would need to address the parking and then <br /> work with the park service. <br /> Bredthauer noted that Chad Nabity did a parking study and it was noted that there is parking <br /> within 1 1/2 block of a location. <br /> Mr. Humphrey stated that he did talk to the city about the parking ramp and the top is unpaid so <br /> there could be some spaces there. He also noted that here are some employees at the <br /> Courthouse that pay for their own parking. It is not uncommon for paid parking in the larger <br /> cities. <br /> Richardson stated that the parking is $25.00 a month and it appears that the parking ramp is <br /> under used. <br /> Mr. Riehle stated that he used to do the scheduled maintenance of the parking lots down town <br /> and was consistently disappointed on how the top ramp was empty. The covered parking has a <br /> rental charge and it may appear to be empty but some of the sports are paid for. He also noted <br /> that when HHS moved to the old city hall they used the parking across from the Chicken Coop. <br /> Bredthauer stated that the number of apartments down town is now in the high 30's and there <br /> has been additional development down town.
