Lanfear questioned if there was a veteran's committee that would be in contact with Don Shuda,
regarding issues like the drinking fountain issue and the flag issue. Discussion was held and
there is a committee but there are also other outside members and the board approves those
appointments. Mr. Schuppan is the board member that is on the committee. This could be
considered.
Quandt requested that the executive session be placed at the end of the meetings.
NEW OR UNFINISHED BUSINESS— Quandt noted that there have been articles in the Grand
Island Independent about budgets and law enforcement and the jail being cuts. Now there are
rumors about a $5.5 million new road department building and he questioned if there is a set of
plans and he has not seen them.
Arnold expressed concern that this comes up during an election year and they talk about tax
cuts you have to talk about but he the does not want to cut people.
Mr. Quandt distributed a letter to all of the board members requesting information under section
84-712 Nebraska Public Records Law regarding any plans for a public works building. He read
the letter requesting a response in 4 days and to let him know when he can receive the
information and if it is denied or refused then inform him of the appeal process under the law.
Arnold and Schuppan stated no plans they only saw a vendors ideas. Schuppan this is part of
the design build process.
Bredthauer expressed concern that she did see some plans.
Quandt stated he wants the same information as the committee under the freedom of
information act.
Richardson stated she is tired of hearing that the board does not get along but she stated Mr.
Quandt is a pot stirrer and he moves from one subject to another she ask him to be more
cooperative.
Lanfear stated that Casey went to Chief for a rough idea of the cost it was only a rough sketch
and based a rough estimate Chief took them back they looked into financing of it with DA
Davidson it is in the past it was only for ideas no plans and no information from Davidson.
Bottom line Arnold said Casey Sherlock started this and they need a building the 5 million is not
accurate and best building most recently has been 3 million. We have the best metal building
manufactures here in town you talk to them to get ideas they have done this before and have
plans from other buildings. This will be a bid situation and you want to protect the information it
was not given to county just ideas for consideration. It is just a sales call from a provider that
showed plans on what could be done nothing owned or retained by anyone. Your freedom of
information it is asking for something that does not exist.
7
