• Removed the trees <br /> • Loud music <br /> • 4 wheelers are ridden everywhere <br /> • This is bothering their horses and they can't work their horses <br /> • They cannot rest in their own home <br /> • Concern why they are rezoning the land <br /> • The wildlife is gone because of the construction <br /> Their home was a sanctuary but now it is living hell. There has been 175 days of construction. <br /> There was a petition signed by many of the neighbors against the subdivision. She expressed <br /> concern that the board did not represent the people that signed it. <br /> Chair Richardson called for public participation and no one responded. <br /> Lancaster made a motion and Lanfear seconded to close the public hearing. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 6. APPROVE RESOLUTION PRELIMINARY DEVELOPMENT PLAN & CHANGING THE <br /> ZONING FROM A-1 AGRICULTURAL PRIMARY DISTRICT TO PUD PLANNED UNIT <br /> DEVELOPMENT- Lanfear made a motion and Bredthauer seconded to approve Resolution <br /> #18-015 approve the preliminary development plan and changing the zoning from A-1 <br /> Preliminary development plan and changing the zoning from A-1 Agricultural Primary District to <br /> PUD Planned Unite Development. <br /> Lancaster stated that when people do come to a public hearing we do consider how it affects <br /> their lives and it is uncomfortable but there are other people that are pleased about the <br /> development. You have to find the balance. There are other subdivisions that are outside of <br /> the city and they sometime are annexed also. <br /> Arnold noted that there will be days of construction and the only way to protect the peace and <br /> quiet would be to own the land around them. They are only a few miles from the urban area <br /> there has to be compelling reason to prohibit development. This is on 1 R Road and Webb <br /> Road and it is an advantages location because of the school. It makes sense to have <br /> development in this area. <br /> Lanfear stated that he does have sympathy but it is responsible to encourage development. <br /> Richardson stated that several of the issues that were brought up could be taken to a different <br /> entity. There is concern on the noise but it is a balancing act when we examine issues like <br /> these. We take it seriously and listen to the concerns. <br /> Bredthauer stated that it is not any different than the subdivision that she has developed it will <br /> be built and will settle down. She noted that she would go out and pick up trash from the <br /> building and it did help. <br /> The vote on the motion to approve the resolution was taken. Arnold, Bredthauer, Lancaster, <br /> Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 5 <br />
