The hearing was set for May 29, 2018 at 10:00 a.m. Arnold,
Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none
voted no. Motion carried.
BOARD MEMBER'S OR COMMITTEE REPORTS— Lanfear stated that the County Sheriff
received a grant for body cameras and he will be using those dollars in the amount of
$30,895.35 He also stated that the law enforcement agreement with the villages will be coming
up for renewal. They will be visiting the villages to negotiate new contracts and bring them
forward for renewal.
Bredthauer reported that College Park will be doing some landscaping on the medians and they
will also make some repairs to the parking lots.
Lancaster reported that the audit committee met and Brad was here earlier to change a date to
May 29th for one of the meetings. She distributed some information from the meeting. There
may be a 0% increase in the valuation and a possible 20% increase on the health insurance.
They cannot change the percentages because of the unions but they are looking at the co-pays
and benefits on the plan. They are also working on the numbers for the budget letter. They
discussed the percentage increases and it will be the board's decision on the percentage
increase.
5.9:30 A.M. PUBLIC HEARING FOR REZONING PRAIRIE CREEK MEADOWS SECOND
SUBDIVISION FROM AGRICULTURAL ZONE TO PLANNED UNIT DEVELOPMENT- Included
is the application for the zoning change and the recommendation from Regional Planning
Director Chad Nabity.
Quandt made a motion and Bredthauer seconded to open the public hearing. Arnold,
Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none
voted no. Motion carried.
Mr. Nabity was present and described the current location it is on Webb Road and 1 R Road.
The first subdivision had 9 lots and this one is on the east side. One lot is part of the original
subdivision and they are using it to square off one the lots. They are proposing to develop 8 lots
one lot has house on it from the original farmstead and one is an out lot for the gravel road.
This is a private road the owner is responsible to take care of it. They will set up a
neighborhood association to do so. There is one access from Webb Road. This is ag ground
that has not been farmed for many years. They will develop 6 additional lots on the second
subdivision it is in the floodplain but it is not in the floodway the study stops 100 feet from the
road so the floodway stops. The first subdivision did have floodway so there is a zero net fill
and they are building some pad sites already. They can build lots and there is a permit that is
required they do need to have the permits so if FEMA comes in they have them. The West was
rezoned and there is housing going up and there will be a demand for the lots. They are 3 acre
lots and will support septic system. The planning commission did recommend approval.
3
