10. EXECUTIVE SESSION —REGARDING HALL COUNTY KENO— Richardson stated that <br /> she discussed this with the County Attorney and it does not qualify for an executive session. <br /> Discussion was held and this will be addressed under new or unfinished business. Mr. Quandt <br /> questioned why it could not be as an agenda item. That it was just in reverse. It did not qualify <br /> as an executive session <br /> Lancaster stated that if the discussion is sensitive it can be in an executive session. She <br /> requested that the board continue with the discussion. <br /> Jane Richardson stated that her husband owns Balz and Whittie's and she will be leaving the <br /> room for the discussion. Vice Chairman Doug Lanfear will preside. <br /> NEW OR UNFINISHED BUSINESS—Todd Otte, Gregg Baxter and Cory Flagle were also <br /> present. <br /> Mr. Otte stated that he has been there since September 1, 1993 and nothing has ever <br /> happened to threaten the integrity of the games. He has been there since it started. He noted <br /> that 1% of the monthly income it retained for the audits and Lutz does a quarterly audit. The <br /> integrity of the game has never been compromised they pay on a timely basis and operate as <br /> they are supposed to. The investigators come out to the satellite locations and there have <br /> never been any issues. This issue is just with one person. The deposits are made daily the <br /> following business day except for the Saturday and Sunday deposits that are made the following <br /> business day. They know that the deposits are there. <br /> Lancaster stated that she appreciates that Mr. Otte is here and she knows very little about keno. <br /> The board members do not play the only thing the board sees is when there is a new location <br /> added. This is great information to reassure the public. We do not want anything to happen to <br /> the game Mr. Otte stated that he is always available and he has been there about 25 years and <br /> nothing has ever happened. It is running well and they pay 1% to the audit fund monthly. He <br /> also noted that they recently added McKinney's as a keno outlet but he does not want to add <br /> any more so they do not compromise the other locations. <br /> Quandt stated that he wanted to assure the integrity of the game and there is nothing to worry <br /> about. <br /> Arnold noted that the numbers are drawn at Fonner Park and the satellites do not know when <br /> paper a er h v nothing numbers are drawn. The allegations in p have noth ng to do with Fonner Keno it is <br /> a personnel issue. The board thanked them for coming. <br /> Vice Chairman Lanfear called for a break. <br /> Returned to session at 10:17 a.m. <br /> 13. EXECUTIVE SESSION — REGARDING SEALED BIDS - Lancaster made a motion and <br /> Lanfear seconded to go into executive session. There are two reasons for an executive session <br /> to prevent needles harm or injury to an individual or to protect the public interest. County <br /> Attorney Sarah Carstensen and Corrections Director Todd Bahensky will stay for the executive <br /> session. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried. <br /> 10:20 a.m. Executive session <br /> 7 <br />
