The Resolution #18-010 for April as Child Abuse Prevention Month was read and a copy was <br /> presented to Kacee. Arnold made a motion and Quandt seconded to approve the Resolution <br /> #18-010 for April as Child Abuse Prevention Month. Arnold, Bredthauer, Lancaster, Lanfear, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 6. COUNTY ATTORNEY— EXECUTIVE SESSION REGARDING PENDING LITIGATION <br /> County Attorney Sarah Carstensen stated that she does not need to hold this executive session. <br /> 15. DISCUSSION & POSSIBLE ACTION CONCERNING THE CITY TRANSIT PROPOSAL— <br /> Richardson stated audit committee met and discussed the city's proposal. The City was here 4 <br /> weeks ago. They proposed a 3 year option and the audit committee is recommending doing <br /> one year at a time. The county cost is based on a 5% ridership and they felt it was best to do it <br /> year by year. Richardson stated that the 3 year proposal was the first year at $15,773.16, <br /> second year$17,819.87 and third year at $30,017.60. Richardson stated she requested <br /> additional information regarding the ridership but was not able to get it. <br /> Lancaster sated that she is the chair of the audit committee and the county ridership was based <br /> on 51% and audit decided to go with the 1 year agreement based on the 5% ridership. The audit <br /> committee would like to know if that is appropriate and they would also like to be able to look at <br /> other options. The county responsibility is outside of the MSA and the increased costs are a <br /> concern some of the costs may be where the buses are housed. They would also like to visit <br /> with other communities. <br /> Schuppan also expressed concern on the numbers and how it can be tracked. There may have <br /> regular riders and it would help if the county had more information. The nursing homes provide <br /> transportation for their residents. He also mentioned that the city has talked about the greater <br /> Grand Island area also. <br /> Lancaster also expressed concern on the numbers and they have not considered buying into <br /> the program when the buses that will go to Kearney or other cities. This will give us some time <br /> to consider the options. <br /> Motion Schuppan and Lancaster seconded to approve the 1 year proposal with the City of <br /> Grand Island for the rural transit in the amount of$15,773.16. Arnold, Bredthauer, Lancaster, <br /> Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 7.9:30 A.M. PUBLIC HEARING FOR RENEWAL OF CONDITIONAL USE PERMITS FOR <br /> COOPERATIVE PRODUCERS - Lancaster made a motion and Lanfear seconded to open the <br /> public hearing. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried. <br /> Mr. Humphrey state this is a renewal of the conditional use permit. He and Mr. Lanfear made a <br /> site visit. Lanfear stated that it is very clean and well organized. <br /> Richardson called for questions or comments and no one responded. <br /> Lancaster made a motion and Lanfear seconded to close the public hearing. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 4 <br />
