•
County Clerk Marla Conley called for any other nominations.
Nominations were closed and the ballots were counted
ELECTION OF 2018 COUNTY BOARD VICE CHAIR
Pamela Lancaster received 3 votes
Doug Lanfear received 4 votes
Doug Lanfear is the 2018 hall County Board of supervisors Vice Chairman
9:05 a.m. Held a Board of Equalization meeting
9:16 a.m. adjourned the Board of Equalization meeting and returned to the regular meeting.
PUBLIC PARTICIPATION - Chairman Richardson called for public participation and no one
responded.
5. COUNTY ATTORNEY—A) LETTER OF RESIGNATION AND DISCUSSION - County
Attorney Jack Zitterkopf submitted a letter of resignation. He had submitted a verbal resignation
earlier. He stated that his attorneys are an amazing group of young people and even though he
has had some adversity with his clerical staff and had three leave he will be replacing two. He
stated that this has been a worthwhile experience and challenging and he wants to let all who
have helped him know that they are appreciated.
Lancaster made a motion and Quandt seconded to accept the letter of resignation with regret.
Arnold, Bredthauer, Lancaster, Lanfear, Quandt Richardson and Schuppan all voted yes and
none voted no. Motion carried.
Quandt asked what he felt was his biggest accomplishment and Jack replied that he has taken
most pride responding to everyone's needs in a timely fashion. He appreciates his clerical staff
and attorneys and he has worked with attorneys in town with various issues like inheritance tax.
The board members thanked him for his service and he will be missed.
B) DISCUSSION REGARDING STATUTE 68-130 REGARDING OFFICE FACILITIES FOR
DHHS - Mr. Zitterkopf stated that the board ask him to look at this issue and they should be
guided by the State Statute 68-130 and noted that HHS is to review office and service facility to
determine if it can be reduced. The reference to the 4-1-1983 date indicates that HHS can
accept a smaller space and we do not owe any more or less service space. There may be
some youthful exuberance regarding their expectations but they cannot expect to turn this
around in a week and the county does not have to pay for rent if they cannot wait.
Jack noted that the board should focus on correspondence with the department and look at
alternatives.
Arnold expressed concern about the liability of upgrading for ADA but we have to make sure it
meets legal standards and make sure how much space we owe them. .
4
