9:05 a.m. Held a Board of Equalization meeting <br /> 9:08 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION —Chairman Lancaster called for public participation and no one <br /> responded. <br /> 15. FACILITIES AGENDA (RICHARDSON) <br /> A) DISCUSS AND TAKE ACTION ON REVISED ECO WATER COOLER <br /> CONTRACT - County Attorney Jack Zitterkopf reviewed the agreement with ECO Water for the <br /> Veterans Service Office. There is a $50.00 installation fee, and a monthly cost of$39.95 for 12 <br /> to 48 months. There will need to be a Form 13 for the tax exemption. The agreement can be <br /> extended for 2 years with a 3% increase each year. The agreement can be terminated with a <br /> 90 day notice. He also noted that if there was an objection it would be filed in district court in <br /> Dodge County. <br /> Arnold made a motion and Quandt seconded to approve the agreement with ECO Water <br /> Systems and authorize the chair to sign. Arnold, Bredthauer, Lancaster, Lanfear, Quandt and <br /> Schuppan all voted yes and none voted no. Richardson was absent. Motion carried. <br /> B) A SUMMARY REPORT ON DHHS MEETING - Lanfear stated that Loran and he met with <br /> Jakeb Geisert, Bo Bothela and Karen Haine with HHS in Lincoln regarding the HHS Pine Street <br /> location. Bo informed them that Hall County is not in compliance. The lobby is small and is not <br /> ADA compliant. Ms. Haine stated that this is the first stop for people who apply for benefits. <br /> Discussion was held on the Berggren study and vacating that building was su gg ested they <br /> are <br /> aware of the problems. There has been discussion about the required amount of space that <br /> Hall County is required to provide. The original agreement was in 1984. Discussion was held to <br /> move them to the Federal Building but HHS expressed concern about parking and security in <br /> that building. The Berggren study had also looked at the County Attorney Building and the old <br /> health department building. <br /> HHS would like to combine both of the Pine Street locations together. Bo stated that HHS will <br /> do a space study and they want to move forward with a plan. <br /> Quandt questioned if there is a deadline regarding the space and he questioned if they could <br /> force the county to rent space. Schuppan questioned if we really know the total square feet that <br /> the county is required to provide. <br /> Mr. Humphrey noted a letter that was sent to Chris Peterson in February 2001 noting the <br /> development of the Old City Hall Building and it stated that the county is responsible to provide <br /> 5500 square feet of office space. <br /> Mr. Zitterkopf noted the information from the state statute and noted that the county has been <br /> providing the 5500 square feet for a number of years. It would be ideal that the 2 offices were <br /> together but the county is not required to provide more space and if we did they would have to <br /> pay rent. As soon as HHS does the study we will have the correct amount of space required. <br /> Arnold questioned if they have the right to force the county. We know it has to be ADA <br /> compliant and they are asking for secure space. They also wanted glass in the reception area <br /> and a locked door. Mr. Humphrey stated there have been improvements in the building. <br /> 2 <br />
