Arnold made a motion and Schuppan seconded to use the Eco Water System for the VSO <br /> drinking water service. Arnold, Lanfear, Richardson and Schuppan all voted yes and <br /> Bredthauer and Quandt voted no. Lancaster was absent. Motion carried. <br /> 9:30 A.M. BID OPENING FOR REMOVAL & DISPOSAL OF TWO EXISTING BOILERS AND <br /> INSTALLATION OF 2 NEW BOILERS IN THE COUNTY ATTORNEY BUILDING —The <br /> following bids were received: <br /> BIDDER BID BOND TOTAL BID <br /> Johnson Controls enclosed $32,591.00 <br /> Omaha, NE <br /> Uden Plumbing & Heating enclosed $31,800.00 <br /> Hastings, NE <br /> Island Indoor Climate cashier's check $24,950.00 <br /> Grand Island, NE <br /> Arnold made a motion and Schuppan seconded to refer the bids to the facilities committee for <br /> review. Arnold, Bredthauer, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Lancaster was absent. Motion carried. <br /> 9. DISCUSS &APPROVE SPECIAL PURCHASE OF A USED 2006 INTERNATIONAL 7400 <br /> SNOW PLOW TRUCK WITH BLADES & SALT SAND SPREADER FOR $40,000.00 FROM <br /> NUSS TRUCK & EQUIPMENT ROCHESTER, MN — Casey Sherlock was present and provided <br /> packets of information to the board members. He noted page 3 of the packet. This is the state <br /> statute regarding competitive bidding and when it is not required or when competitive bidding <br /> can be waived. According to the statute they can waive the bidding requirements if the county <br /> can save a significant amount of money. The county would need to publish notice of the special <br /> purchase stating the items to be considered and inviting informal quotes. To approve this it <br /> would take a two thirds vote of the entire board to approve. Casey stated that if they agree to <br /> sell it for the $40,000.00 it will not be final until he does an inspection to make sure it is <br /> operational. It is in Duluth, Minnesota and they have agreed to meet part way at a dealership so <br /> Casey can inspect it. <br /> Bredthauer questioned if he would physically see the truck, because if it is from Minnesota it <br /> could have rust. Casey stated he will have his shop foreman and head road foreman go with <br /> him to do the inspection. <br /> Arnold made a motion and Schuppan seconded to authorize the purchase after inspection. <br /> Mr. Zitterkopf stated they need to add to the motion to waive the bidding requirements and <br /> authorize the special purchase as per state statute 23-3109 <br /> Arnold added and Schuppan seconded to waive the bidding requirements and authorize the <br /> special purchase as per state statute 23-3109 and authorize the purchase after inspection. <br /> Arnold, Bredthauer, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted <br /> no.
