Quandt expressed concern that the committee is making the decision and it is illegal. <br /> Arnold questioned why you would pay $1,400 to do something when it could be done for less it <br /> was common sense to do it. Lanfear noted it was a small item. <br /> Quandt stated it is illegal and has to have board action and has to be signed. <br /> Arnold suggested that on the next project the change order could be held to a certain dollar <br /> amount <br /> Richardson read the current policy and procedures regarding purchases. <br /> Lancaster noted this is a small amount and the deduction came off of the entire project but she <br /> is uncomfortable with the process and is going to refer this to the state auditor. Richardson <br /> suggested including the current policy. <br /> Arnold suggested adding wording to the next contract on how it should be handled. If the <br /> committee cannot make decision without county board approval the contractor could add <br /> additional costs to the project. This could hold up the project. The state statute for purchasing <br /> is a good guideline. <br /> Quandt stated the contractor is not at fault the committees are to only make recommendations <br /> to the board not decisions. The committees are not the problem. <br /> The vote on the motion to approve the AIA document was taken. Arnold, Lanfear, Richardson <br /> and Schuppan all voted yes. Quandt voted no and Bredthauer and Lancaster abstained. <br /> Motion carried. <br /> Richardson asks why Karen abstained and she stated she was uncomfortable and would like to <br /> see the information. <br /> 11. A) DISCUSSION & POSSIBLE ACTION TO ACCEPT AND PLACE ON FILe. NEBRASKA <br /> HISTORIC TAX CREDITS SUMMARY OF AUDIT RESULTS—This is the final tax credit <br /> summary that was awarded. If the county accepts the credits we are tied to the state <br /> preservation office requirement for 5 years. Any changes would have to be approved by the <br /> Nebraska State Preservation Ofice. If a project was of approved by the state in the first year the <br /> would have to pay all the tax credits back. <br /> Lanfear expressed concern giving control to others and the county will also only end up getting <br /> a percentage of the accepted amount. He also noted that it took 2 years to be approved. Now <br /> if we apply there has to be more than one project. <br /> Mr. Humphrey stated that the windows should not take that long he has been working with Ryan <br /> Reed on this project. Schuppan also expressed concern on the time it took for the approval. <br /> Arnold stated he understands the concern but this does not dictate what we can do it just <br /> cautions us if what we are going will affect the historical value of the building. If we stay in <br /> compliance it keeps the integrity of the building and he appreciates the input from the state. <br /> Bredthauer expressed concern on the green house affect and Mr. Humphrey stated that this <br /> would be eliminated with this proposal.
