Held a Board of Equalization meeting <br /> 9:09 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting <br /> PUBLIC PARTICIPATION —Chairman Lancaster called for public participation and no one <br /> responded. <br /> 5. COUNTY ATTORNEY—a) DISCUSS AND AUTHORIZE CHAIR TO SIGN TERMINATION <br /> OF LEASE FOR GLOBAL INDUSTRIES -This was for some industrial development bonds in <br /> 2000 for Global Industries and the bonds have been retired. As part of this transaction Hall <br /> County was under a lease and this is a termination of the lease. He needs a motion to <br /> authorize the chair to sign the termination of the lease for Global Industries. <br /> Quandt made a motion and Richardson seconded to authorize the chair to sign the termination <br /> of the lease for Global Industries. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson <br /> and Schuppan all voted yes and none voted no. Motion carried. <br /> b) DISCUSS &APPROVAL OF A RENEWAL JUVENILE DETENTION SERVICES <br /> AGREEMENT WITH LANCASTER COUNTY - County Attorney Jack Zitterkopf stated that in <br /> situation when secure detention is required for a juvenile we use the Madison County facility but <br /> we also have an agreement with Lancaster County and Sarpy County for detention of juveniles. <br /> Lancaster County previously charged $236.00 a day but the new agreement is $276.00 a day. <br /> Arnold stated that it is ood to be able to have 3 choices to find room and it is better than having <br /> g <br /> to drive to Scottsbluff. <br /> Quandt made a motion and Lanfear seconded to approve the renewal of the juvenile detention <br /> services agreement with Lancaster County. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 6. DISCUSSION &APPROVAL OF THE PROPOSED CONDITIONAL USE PERMIT FOR <br /> O'NEILL WOOD RESOURCES, LLC FOR THE OPERATION OF A CONSTRUCTION AND <br /> DEMOLITION WASTE DISPOSAL AREA - Bredthauer noted that the board received pictures <br /> and letters and she did some additional research. She noted the concern about the wood <br /> pallets and the black bags. There was concern that it was asbestos and she noted that DHHS <br /> in in charge of asbestos disposal. There are classes that are required so they know how to <br /> dispose of asbestos. She noted information she found regarding asbestos disposal in the other <br /> sites. The DEQ inspects the C & D sites one a year. She proposed to form a committee to do <br /> the inspections to make sure it meets all of the requirements and take pictures to make sure <br /> that it is OK. <br /> Lancaster noted the information that was received this week and a letter that was sent by e <br /> mail. <br /> Lanfear made a motion and Bredthauer seconded to enter into the record the information that <br /> was received. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried. <br /> Schuppan stated that he was impressed through the public hearings and with all of the <br /> testimony. It was from people that do demolition.
