Lancaster stated that she has brought us in line and updated the ballot counter"Annie" and now
we can also print our own ballots and now have the red, white and blue ballot box. Denise has
been her 29 years and she appreciates her friendly service to Hall County. She also stated that
Hall County asked Dale to consider the position as Election Commissioner and adjusted the
hours to work for her and Denise worked full time.
Arnold stated that the election committee met and discussed to move the election commissioner
position to full time and hire a replacement official as an employee and work under Dale until
she retires. There would be 3 people in the office for a time and Dale will work part-time
through the next election cycle and hope that the person that is hired will be the election
commissioner. This would be a huge benefit to the office. Arnold noted that this would have to
be addressed at budget time. They also recommended that the employee would be part time
and hire a full time election commissioner by November 1, 2017
Arnold also suggested that the board consider hiring the part time person before the election to
allow time for training. The board will need to provide dollars in the budget to cover the
expenses.
Richardson stated that this is a good plan. She knows that Dale has won 2 awards and has
been a great assist to Hall County she thanked Dale for her service.
Schuppan ask if there should be a motion to change the election commissioner to a full time
position.
Arnold made a motion and Lanfear seconded to make the election commission position a full
time position effective November 1, 2017.
Quandt thanked them for their service and wished them the best.
Lanfear stated he appreciates what they have done. He noted that the pay scale for the
Election Commissioner will be set and they will bring it back in 2 weeks.
The vote on the motion was taken. Arnold, Bredthauer, Lancaster, Lanfear, Quandt,
Richardson and Schuppan all voted yes and none voted no. Motion carried
12 FACILITIES —a) CONSTRUCTION UPDATE - Mr. Humphrey stated that they are still in the
demo mode at the Federal Building and they are starting some framework. They have also
treated some asbestos in the building and there is some odor from the asbestos treatment
Mr. Humphrey distributed a time line for the renovations of the Federal Building and they are still
hoping for the September 18t date. Craig Thurston did a good job on this time line. Demolition
is about 90% done and they have run into some things in the walls that will have to be
addressed. There were no studs over 2 doorways so the drywall was holding the studs and
there were some electrical wires connected to the fire sprinkler system. That would have not
passed inspection. The company has been cleaning up every night and they use the rest room
in the basement and clean it up every night. They are doing a very nice job. They were also to
put up a sign that construction is going on and they have done everything they have been asked
to do.
10
