This would be a board policy. <br /> Arnold questioned item 12b in his opinion the chair of the committee should know when <br /> someone cannot attend and it is up to the chair to ask someone else to attend. <br /> Discussion was held on Roberts Rules of Order. <br /> Richardson read that a motion to reconsider can only be made by a member that voted on the <br /> winning side. <br /> Quandt stated that his intent is to abolish committees so all seven of the board members and <br /> the public know what is going on. <br /> Lancaster stated that she likes using the off Tuesdays for study sessions. <br /> The vote on the motion to abolish all committees effective August 1, 2017 was taken <br /> Bredthauer, Lancaster and Quandt voted yes and Arnold, Lanfear, Richardson and Schuppan <br /> voted no. Motion failed. <br /> Quandt ask Mr. Zitterkopf if the board didn't approve this could this be put on the ballot for the <br /> voters to decide and Mr. Zitterkopf stated it could not. <br /> The public is welcome to view the minutes they are posted. <br /> Schuppan noted that committee discussion may involve patrons and some issues do not need <br /> to be in the newspaper. He also noted that Mr. Quandt was invited to be on the facilities <br /> committee and he did not choose to do so. <br /> 12b. DISCUSSION AND POSSIBLE ACTION REGARDING PROPER PROTOCOL FOR <br /> COMMITTEE MEMBER SUBSTITUTIONS -Arnold made a motion and Lanfear seconded that <br /> committee absences be reported to the chair of the committee and the committee chair is <br /> responsible to appoint a substitute. Arnold, Lanfear, Richardson and Schuppan all voted yes <br /> and Bredthauer, Lancaster and Quandt voted no. Motion carried. <br /> 10:30 a.m. Held a Board of Corrections meeting. <br /> 10:57 a.m. Adjourned the Board of Corrections meeting and returned to the regular meeting. <br /> 10:57 a.m. Held a Break <br /> 11:08 a.m. Returned to session <br /> 13 DISCUSS AND TAKE ACTION REGARDING REINSTATING THE POSITION OF THE <br /> ELECTION COMMISSIONER AS A FULL TIME POSITION - Hall County Election <br /> Commissioner Dale Baker and assistant Denise Kruse were present. Dale stated that it has <br /> been an honor to serve as Election Commission for 16 years and it has been an adventure. <br /> Elections have changes every year and she is ready to retire. <br /> 9 <br />
