Brent Schimmer stated that he has a demolition company and does dirt work. He would like to <br /> see a local C&D site. They currently have to take the waste to Elba Nebraska and that is one <br /> hour away and the disposal is the largest cost that they have to pass to the customers. <br /> Because that land fill is so far away they have to shut down at 2:30 in order to get there before it <br /> closes at 5:00 p.m. If there was a local site here they would be able to operate longer. <br /> Dave Taylor Executive Director with Economic Development stated that he supports the land fill. <br /> He has been working with Mr. O'Neill the past 2 years and he is very diligent regarding the DEQ <br /> requirements and they see the need in Grand Island. Now there is revenue that is taken out of <br /> Grand Island when they have to go to a C&D landfill out of the area. They will also employ 15 <br /> people. This will be good for Grand Island and it will be more efficient for the local and out of <br /> town contractors. <br /> Gregg Baxter, 2121 North Monitor Road, stated that he lives in that part of the county and he <br /> does not have any opposition to the facility. He has worked with Mr. O'Neill and he runs a very <br /> good business operator and is responsible business owner. Gregg stated that it is his personal <br /> opinion this is the exact purpose for the property at CAAP when it came back to the private <br /> sector. This fits the covenant of the land. <br /> Roger Bullington, VP of Construction & Development for Chief Construction stated that they use <br /> the services that Mr. O'Neill offers. When they were working on Northwest Commons <br /> repurposing that type of material instead of putting it in the land fill is very beneficial. They have <br /> been a responsible sub-contractor for Chief. They do a good job and quality work. It is a good <br /> location for the facility and a need for the construction community. <br /> Pat O'Hara, 5307 South Engleman Road he is in the business of demolition work and Grand <br /> Island is in need of a site like this. The time and distance to Elba is expensive. This is a good <br /> location and it will be good for the community. They do work on the houses for humanity and for <br /> the school system and they have to pay for the disposal of the waste materials. It will be a <br /> benefit for the contractors and it will be managed well. <br /> Chairman Lancaster called for public participation and no one responded. <br /> Quandt made a motion and Richardson seconded to close the public hearing. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> Mr. Nabity stated that there is a 30 day comment period for the public to respond. The first <br /> meeting for final action would be June 13, 2017. Mr. O'Neill has requested that the public <br /> hearing for the conditional use permit be held at that time and it will be consistent with the siting <br /> application. <br /> The public testimony from this public hearing can be used for the conditional use permit hearing. <br /> This will be part of the record. <br /> Lancaster stated that she did have a concern because she lived in an area where the water was <br /> contaminated. The water was killing people. She has looked after the CAAP for many year and <br /> has watched the plume. This is good information and will take it under advisement. She stated <br /> she appreciated the information from the public that was here. She stated she also appreciates <br /> local families that want to build and expand their businesses. <br /> 6 <br />
