There will be record of the proceedings so they have the court <br /> reporter. There are six criteria and each is under the sub-heading in the application. There will <br /> testimony and exhibits presented and he has a packet of information for each of the board <br /> members. This site is limited to construction debris. <br /> • Exhibit#3 is a list of the land owners that received notice of the proposed application <br /> • Exhibit#4 is the minutes of the Regional Planning Commission meeting held March 1, <br /> 2017 and they recommend approval of the application <br /> • Exhibit#5 is a letter from Casey Sherlock, Hall County Surveyor regarding the traffic <br /> impact of the proposed landfill stating that the % increase in traffic is a very small <br /> increase and will have a minimal impact on existing traffic flows <br /> • Exhibit#6 is a pamphlet from the Nebraska Department of Environmental Quality <br /> regarding construction and demolition facilities addressing what is allowed and not <br /> allowed at the site <br /> • Exhibit#7 is the memorandum from Bill Gresham, Remedial Project Manager for the <br /> United State Environmental Protection Agency Region 7, regarding the five-year review <br /> report <br /> • Exhibit#8 is the Final Environmental Impact Statement from the U.S. Army Corps of <br /> Engineers, dated June 2005 <br /> Mr. Mossman stated he will turn it over to Jess Hurlbert with Olsson &Associates to address the <br /> design and the safety of the site and traffic. <br /> Mr. Hurlbert stated this is located north of Mr. O'Neill's existing site. This is 16 acre tract and he <br /> reviewed the maps of the area and the proposed design of the cell. This is a permitted area and <br /> Mr. O'Neill has the approval from DEQ. There will be a 5 to 6 foot cut for the cell. This is based <br /> on the fact that the DEQ requires a 10 foot separation from ground water. <br /> He stated that the property drains from the northwest to the southeast and they are not <br /> changing the existing drainage flow. They will be required to catch any silt that would wash out. <br /> The access is currently off of Potash Road and as the project moves forward he would like to <br /> request access off of Alda Road. There is a driveway that will hold all of his trucks and a scale <br /> house. There will be a perimeter road all around the site for fire suppression. They also have <br /> access across the tracks and may move that to work with the flow of traffic. <br /> There is specific list of fill materials that can be accepted, wood, drywall, plaster, roofing <br /> shingles and land clearing debris. It is strictly regulated by the DEQ and the cell does not have <br /> to be lined. <br /> They are required to have a closure plan and there would be enough materials to close the <br /> landfill at any time and they are required to have funds to do so. In the event it was closed there <br /> will be a 3 foot earthen cap and he note the specific slop of the cap that is used to minimize <br /> erosion. There would be 615,000 cubic yards of storage that would be about 35 feet above <br /> ground. The cell should last for 40 years. <br /> This is not residential pick up waste it would be in a dump trailer and is regulated waste. There <br /> will be no increase on wear and tear on the roads. It is extremely regulated and it will be one of <br /> the safest sites in Nebraska. He also uses recycling in his business and there is a high level of <br /> inspection and that is an added safety factor. <br /> 4 <br />
