b) AUTHORIZE CHAIR TO SIGN AGREEMENT FOR WOOD RIVER NORTHEAST UPRR <br /> CROSSING PROJECT - Arnold made a motion and Richardson seconded to authorize the <br /> chair to sign the roadway approach agreement. Arnold, Bredthauer, Lancaster, Lanfear, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION —Chairman Lancaster called for public participation and no one <br /> responded. <br /> 10:40 A.M. STEVE MARTIN WITH THE NEBRASKA DEPARTMENT OF AGRICULTURAL <br /> REGARDING LIVESTOCK FRIENDLY PROGRAM - Chad Nabity stated he has been working <br /> with Mr. Martin. In December the County Board asked for a committee to review the zoning <br /> regulations regarding the livestock issues and one of the things that came up was if Hall County <br /> should be designated as livestock friendly. <br /> He originally had concerns but this could be a gold star for Hall County if we were designated as <br /> livestock friendly especially if surrounding counties are. He had concerns that the State <br /> Department of Ag would tell you what you had to do. So he has asked Mr. Martin to bring this <br /> forward and he would like the board to consider the livestock friendly designation. We do not <br /> have to change our regulations to apply. <br /> Steve Martin with the Nebraska Department of Ag is the administrator of the "livestock friendly <br /> program" distributed information to the board members. He noted that it would be great to have <br /> the livestock friendly designation for the Nebraska State Fair. He reviewed some of the <br /> regulations and the information regarding the application process. This would be the only part <br /> that the county would have to complete. He explained that the county can still regulate <br /> themselves and he reviewed examples. The goal is to protect agland from urban <br /> encroachment. The designations still allow for development. <br /> Mr. Martin stated they try to keep the paperwork simple the intent is livestock promotion and <br /> development. They are trying to grow Nebraska Counties. <br /> Chairman Lancaster called for questions. <br /> Quandt questioned if there is an advantage. <br /> Mr. Martin noted that this is just another stamp that the county is seeking economic <br /> development and they want to recruit businesses. It shows people outside of Nebraska where <br /> to locate. <br /> Lancaster stated she wants to see that it is fair for everyone and to prevent issues with rural <br /> development. <br /> Bredthauer questioned if it is just a designation and can the county still do their own regulations. <br /> If we can do that then it is great. <br /> 9 <br />
