15. DISCUSSION OF HALL COUNTY FACILITIES MASTER PLAN WITH JERRY BERGGREN -Richardson stated that Mr. Berggren met with the facilities committee and Jerry and Marvin Webb are here to present the Facilities Master Plan to the county board. They looked at all of the county facilities and have a plan to use the facilities in a better manner Mr. Berggren referred to the executive summary that noted the attached executive summary and the top 10 priorities on the list. • County Attorney Child support division will move in the near future to the Federal building • Storage building is not utilized and has potential the material could be removed and renovated to serve HHS • County Annex Building is underutilized is a large building hand was designed for high security could move county court into the building there could be a floor added on top or an addition on the side could be a location for juvenile court in the future the Veterans Service office may need to be relocated • Suggested a central singular security access point for District Court and County Court he suggested an underground entrance this could be a free standing building • Use the lower level of the Annex Building for the courts and there would be space for 12 secure parking spaces under the annex • The HHS building is inadequate and HHS should be relocated and the building removed • They recommended that the old jail be demolished for further redevelopment • The Plaza Building is separated from the Hall County Campus but it is an asset because of the parking and there will also be additional space available soon • The County Attorney's offices could all be relocated to the Federal Building • He addressed the concern of moving documents form one place to another and suggested using tubes to do so Arnold noted that there was never mention to adding on to the annex building. He expressed concern on moving HHS to the storage building in the past there was discussion to remove it for more parking. Mr. Berggren stated that the storage building is much more usable and you could get into that building for fewer dollars the old HHS building has served it life. Arnold questioned how close the offices in the old HHS Building need to be to the HHS offices in the Old City Hall building. Jerry stated it may be an inconvenience for them but it is not critical. He questioned if the County Attorney building would be a better place Jerry stated that the county attorney building would not be adequate for HHS. The cost to renovate the storage building would be about $70.00 a foot vs. $100.00 to $200.00 a foot for the County Attorney building. Lanfear stated that the county needs to learn to get rid of stuff. Jerry stated HHS would occupy the entire building but they may remove the triangle shape to make more parking. Arnold also stated he had no idea of having and entrance underground. 5
