HALL COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 21, 2017 <br /> The Hall County Board of Supervisors convened February 21, 2017 by published call in the <br /> County Board meeting room, 121 South Pine, Grand Island. <br /> CALL TO ORDER -The meeting was called to order by Chairman Pamela Lancaster. <br /> INVOCATION - Invocation was given by Pastor Arnold from Doniphan. <br /> PLEDGE OF ALLEGIANCE --The Pledge of Allegiance was given in unison. <br /> ROLL CALL - Present on roll call were Scott Arnold, Karen Bredthauer, Pamela Lancaster, <br /> Doug Lanfear, Gary Quandt, Jane Richardson and Stephen Schuppan. Also present were <br /> County Attorney Jack Zitterkopf, and Board Assistant Stacey Ruzicka. <br /> NOTICE OF OPEN MEETING LAW--Chairman Lancaster read the notice of open meeting law. <br /> VERIFY AFFIDAVIT OF PUBLICATION - The affidavit of publication was published in the paper <br /> but not received because of the slow mail service. <br /> CONSENT AGENDA - Richardson made a motion and Lanfear seconded to approve the <br /> following by consent agenda. <br /> 1. Placed on file the minutes of the February 7, 2017 meeting and corrected Information <br /> on regional planning from Lancaster <br /> 2. 5 Approved NEPA Supplemental Agreement#1 and approved Resolution#17-007 <br /> Authorizing the board chair to sign the agreement for the Federal Aid Bridge on <br /> Monitor Road project BRO-7040(25) <br /> 3. 5b Approved the interlocal agreement with the City of Grand Island for asphaltic <br /> concrete resurfacing on Shady Bend Road &Wildwood Road <br /> 4. 9 Approved the special designated liquor licenses for Miletta Vista Winery for March <br /> 3 & 4, 17 & 18, 21 & 22 24 & 25 at Crane Meadows for wine tasting events <br /> 5. 13 Placed on file the Hall County Keno Financial report for quarter ending September <br /> 30, 2016 <br /> 6. 14 Approved and authorized the Chair to sign addendum to engagement letters with <br /> McDermott & Miller for Hall County Keno financial statements and agreed upon <br /> procedures <br /> 7. 18 Placed on file communications from Regional Planning <br /> 8. 20 Placed on file the office reports from the County Clerk, Assessor Register of <br /> Deeds and the County Attorney statistical report <br /> 9. 21 Placed on file the Hall County Treasurer's miscellaneous receipts <br /> 10. 22 Placed on file communications <br /> County Surveyor Casey Sherlock stated that the agreement with the City will be out of next <br /> year's budget. The City is taking the lead on this project the estimated cost is $158,000.00 to <br /> $160,000.00. Richardson stated that she has had good comments from her constituents. <br /> Casey explained the location of this project. Richardson ask about some posts that are on <br /> Bismark Road. Casey stated he will check on it. <br /> Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and <br /> none voted no. Motion carried <br /> 1 <br />
