He will bring a list of <br /> surplus items from the Weed Department. <br /> Lanfear made a motion and Quandt seconded to allow facilities committee prepare a list of <br /> surplus property of items with no value then the board can authorize disposal of it. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried <br /> 15. INSURANCE COMMITTEE RECOMMENDATION REGARDING ADMINISTRATIVE <br /> GUIDELINES -The insurance committee met several times to address the administrative guide <br /> lines. It was also reviewed by Phillip Erb and he agreed with the policy. This will be provided to <br /> the employees to help make them aware of the process. The committee will also set up <br /> meetings for the employees to go over the renewal forms and the renewal process and answer <br /> any questions that they might have. Schuppan also stated that there will be a presentation from <br /> Wellness Partner at the end of the meeting today. <br /> Schuppan made a motion and Quandt seconded to approve the administrative insurance <br /> guidelines. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried <br /> 6.10:00 a.m. PUBLIC HEARING FOR MID NEBRASKA AGGREGATE FOR RENEWAL OF <br /> CONDITIONAL USE PERMIT FOR ASPHALT PLANT—Quandt made a motion and Lanfear <br /> seconded to open the public hearing. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried <br /> Loran Humphrey stated that this is the annual renewal for an asphalt plant. It is due in March. <br /> There are no negative issues. Josh Vollmer is present if there are any questions. <br /> Chairman Lancaster called for public participation. <br /> Cameron Kaufman, 7037 West Schultz Road stated he moved there 1 year ago. He noted the <br /> following concerns <br /> Public health <br /> Extra smoke and fumes <br /> Public safety because of the numerous trucks and the speed <br /> He also expressed concern that this could hurt the value of his real estate. <br /> Lancaster stated the purpose of the public hearing is for public input and she thanked him for <br /> coming. <br /> Josh Vollmer stated that Mid Nebraska used the plant site for work on the interstate, Highway <br /> #30 and Highway 281. The plant has been there for a number of years and they provide sand <br /> and aggregate for the plant. It is a good location for a plant site. He also noted that with the <br /> new technology they do contain a lot of emissions from the plant. The plant is used only when <br /> they have projects. <br /> Lancaster called for public participation and Casey Sherlock stated that this is a state highway <br /> and if there are concerns on the turning lanes they could be forwarded to the Nebraska <br /> Department of Road Wes Walgren. He stated that he has seen temporary signs when there is <br /> 3 <br />
