Arnold made a motion and Schuppan seconded to approve the adjustment to the 2016 —2017 <br /> Juvenile Services grant. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> Quandt expressed concern that there is no guarantee on the money. <br /> Arnold stated that the Crime Commission will be flexible with changes and they appreciate what <br /> Hall County does for the juveniles. Hall County has been a model juvenile diversion program. <br /> Held a break. <br /> 11:00 A.M. PUBLIC HEARING FOR BOSSELMAN LAGOON CONDITIONAL USE PERMIT- <br /> Arnold made a motion and Lanfear seconded to open the public hearing. Arnold, Bredthauer, <br /> Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> Loran Humphrey stated that this is a renewal for the lagoon located west of Bosselman's . He <br /> stated he and Mr. Lanfear did a site visit and it looked good and it was clean. <br /> Chairman Lancaster called for public participation. <br /> Mark Alexander, 6481 Engleman Road stated that he is 1 mile from the lagoon and is neither for <br /> nor against the lagoons. He stated that Bosselman's wanted to have the sewer lines extended <br /> to the interstate but that did not happen. He expressed concern that 2 years should be long <br /> enough to get the sewer lines in the ground and have them connected. He also noted that the <br /> lagoons have failed and they have been pumped out once and he also noted that there are <br /> pipes in the ditches and the fact that they had leaked. <br /> Chairman Lancaster called for public participation. <br /> Brandi Bosselman, 3123 West Stolley Park Road stated they are requesting the renewal of the <br /> conditional use permit. The Travel Center was built in 1996 and they had made plans to hook <br /> up to city sewer at that time but it was not possible so they built the water tower and constructed <br /> the lagoons. The lagoons are now lined with plastic and are being used as intended, They did <br /> have an overflow and they had the lagoons pumped out into the city sewer. <br /> Quandt asked if they intend to hook up to the city sewer and Ms. Bosselman stated that they do <br /> not the lagoons are operating as intended and they have the water tower. <br /> Chairman Lancaster called for public participation. <br /> Richardson asked what caused the overflow and Ms. Bosselman stated that rain and high <br /> water. This is a 5 year conditional use permit and it will be back dated to October 28, 2016. <br /> She stated they could hook up with the city sewer but the city would charge fees. It was a big <br /> expense to build the water tower and lagoons and they are working. <br /> Arnold noted that this is on the edge of the city zoning. Schuppan stated that they have a <br /> substantial investment. Lanfear stated they have the water and lagoons are installed now. <br /> Quandt asked if other businesses would locate there they could use city sewer and Ms. <br /> Bosselman stated that they could but she does not know. <br /> S <br />
