16. BUDGETS —Quandt stated that he is on the Region III board and they were informed that <br /> they will have budget cuts. The state revenue dollars are down. He expressed concern that we <br /> may see valuation decline and noted that the city has frozen some dollars. <br /> Lancaster stated we want to be proactive instead of reactive and suggested putting off some <br /> expenditures. There will also be another round of raises. She does not want to raise taxes or <br /> lay off people. <br /> Stacey stated that delaying necessary costs may cost more in the long run. This will be the last <br /> year for the salary survey increases. We need to consider if programs are statutory required <br /> and that may not need to be funded. We may need to make changes to the health insurance. <br /> Lancaster stated that the valuations do affect budgets but even more the valuations on land is <br /> reflected for 2 or 3 years down the road. Instead of large purchases like at corrections we need <br /> to look at a 3 year process. She also noted that the federal inheritance tax could affect what the <br /> state does with inheritance taxes. We may not be overstaffed but could consider cross training. <br /> When the state talks about short falls they are talking about projected revenues the county <br /> actually is cash dollars that are down. <br /> BOARD ASSISTANTS REPORT- Stacey reported that the radio spots have been filled. She <br /> stated that the audit will go out on the web site and documents that needed to be completed on <br /> the bonds will be done. There are other agencies that are waiting for the audit. It is not ideal to <br /> receive it this late. <br /> 24. FACILITIES AGENDA <br /> a) RECOMMENDATION REGARDING BIDS FOR ROOF FOR COUNTY ATTORNEY <br /> BUILDING—The bids for the roof replacement were reviewed and he is recommending to <br /> accept the low bid from Weathercraft Roofing for$43,964.00. He talked to all three and they <br /> followed the specifications. <br /> Schuppan made a motion and Lanfear seconded to accept the bid from Weathercraft Roofing <br /> for$43,964.00. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried. <br /> b) DISCUSS &APPROVE CONSTRUCTION FIELD ORDERS ON THE COURT HOUSE <br /> Mr. Humphrey provided a list of the construction field orders for the Courthouse renovation <br /> project. These were items that were not included in the original bid but had to be addressed in <br /> order to keep the project moving forward. The ceiling in the courtroom was a big item but all of <br /> these issues were discussed by the board and were changes that had to be done. The <br /> committee discussed and approved to move forward. <br /> For example the flag pole for the veteran's office was installed because they were able to do the <br /> work. <br /> Stacey expressed concern on bid requirements and some were broken up into individual <br /> projects but there should have been proposals. <br /> Discussion was held on the hot water heaters. This was $13,896.00. Mr. Humphrey explained <br /> when they discontinued the use of the water heater at the old jail they had to provide hot water <br /> in the bathrooms so they added the 5 extra water heaters in the bathrooms. <br /> 9 <br />
