Arnold stated the issue was raised on how to find the location and after failure on the last one <br /> he suggested this location. <br /> Mr. Humphrey asked if there were any more questions and there were none. <br /> Lancaster stated she is not speaking for the rest of the county board but we need economic <br /> development in Hall County and every time he finds a location it is contested. This is a good <br /> opportunity to work with Chad and she thought there weren't any objections to this location. <br /> This is what the public hearings are for it is a process that works but she would like to see him <br /> continue working to find a location. <br /> Richardson thanked him for coming. This is a packing plant issue and also the issue of the <br /> waste spilling from the trucks when they have to travel through town. She questioned if they <br /> have discussed this with Swift. It needs to be near Swift to solve the issues. <br /> Arnold noted that the issue of ground water and the water flow were not issues at the other <br /> location. He viewed the map and stated that the water flows around the current lagoons. This <br /> location would be better access from Highway 281. <br /> Arnold asked Mr. Ruda how many cattle a truck would hold and how many hours the cattle <br /> would be in the trucks. Mr. Ruda stated there would be 50 head of cattle and they would be in <br /> the trucks 4 hours a day. Arnold stated that would be 24 hours for 400 head of cattle and that is <br /> less than the feed lots in the area. They use scientific equipment to treat the water. There <br /> needs to be good reasons to deny a conditional use permit. Mr. Ruda would try and manage <br /> the traffic and there is a paved road and the trucks would be empty. <br /> Concern was expressed on the problem of waste being spilled on the roads there is no place to <br /> get rid of the waste and if there was a truck washout it could address that problem. There is a <br /> concern on the smell and would the city even approve it if it was located by Monfort. Arnold <br /> stated they should consider the previous location if this one is denied. <br /> Purdy thanked Chad for coming and stated he visited a plant and Chad is a man of his word but <br /> he has concern on this location. It is easier to control your employees but it would be hard to <br /> control the truck traffic. <br /> Lanfear stated Mr. Ruda would do a good job but he has concern on the ground water issue on <br /> this location and the location to the river. He does need to be given a chance. <br /> Chairman Arnold called for public participation. <br /> Quandt stated that JBS is one of the biggest employers and Hall County needs a truck washout. <br /> There are other operations that would use it and it could be in the City of Grand Island. They <br /> need to work with Mr. Ruda to find a location. He is not in favor of this location. <br /> Mr. Ruda stated he needs the support and would like to try to come together and discuss <br /> options. This may not be a good spot he just wants a location that will work in Hall County. He <br /> would like the board to vote and find a new location and support him. <br /> Arnold stated that this would not be limited to just JBS there are other trucks that <br /> would use the facility. The location at JBS would add truck traffic to a road where there is <br /> already a large volume of traffic. He also expressed concern on locating the business at CARP <br /> 6 <br />
