#2 REGARDING WILD AND EXOTIC ANIMALS PROHIBITED -Arnold expressed concern on <br /> the exotic animal. Discussion was held on the exotic animals and counties can make more <br /> stringent laws this does mirror the state. <br /> Arnold read 55-7005.01 the definition of exotic animals that included miniature cattle horses, <br /> donkeys, alpacas, and potbellied pigs. He expressed concern that the miniature animals should <br /> not be part of this. Discussion on what was listed as exotic but if it is state statute it is still the <br /> law. The county is requiring people to get permission to have these animals it does not control <br /> them. It was decided to review this and define what Hall County defines as exotic animals. <br /> 15b) DISCUSS AND TAKE ACTION ON HALL COUNTY ANIMAL CONTROL AGREEMENT- <br /> Discussion was held and the agreement and Addendum #2 will be addressed later. Stacey <br /> reminded them to check the dates on the agreement. <br /> 25 FACILITIES AGENDA - a) TAX CREDITS DISCUSSION -- Loran Humphrey was present <br /> and stated that he wanted to discuss this with the full board. He informed them that any <br /> remodel work in the next 5 years has to meet historical standards. The steps would have to be <br /> original slate and windows would have to be wood and if they do not follow the standards they <br /> could pull some of the tax credits back. This could affect how they move forward with the tax <br /> credits. It would not include carpet and paint. He is asking for guidance on how to proceed. <br /> Discuss was held and the board requested more details. <br /> Lancaster expressed concern on the value of the tax credits. Mr. Humphrey stated he is doing <br /> some more research on the steps but they cannot shut the steps down they have to be <br /> functional. There was also discussion on the windows. <br /> Stacey asked what the percentage was for the tax credits. If you have to comply with historical <br /> guidelines and it is not dollar for dollar it may not be worth keeping the tax credits. <br /> Arnold stated they need to weigh the costs and options. <br /> c) COURTHOUSE UPDATE— Mr. Humphrey stated they are finishing the punch list and it <br /> should be done this week. <br /> Quandt asked about the lighting and the touch up painting and Mr. Humphrey stated he will go <br /> over that on the facilities tour this afternoon. <br /> b) OFFICE BUILDING UPDATE —They are working on the sewer lines and are completing <br /> more offices. <br /> d) FEDERAL BUILDING DISCUSSION —Mr. Humphrey showed the preliminary layout of the <br /> child support division in the federal building. <br /> Mr. Zitterkopf stated that this layout allows for expansion in the future. There are no estimates <br /> yet and will need to have formal contracts and cannot discuss the mechanical and the architect <br /> costs yet. <br /> Lancaster questioned the extra restrooms. Discussion was held and the current restrooms are <br /> ADA compliant. She stated that there may not be a lot of outside traffic and asked if it was <br /> necessary to add the extra restrooms. Discussion was held and it was decided that they would <br /> not be necessary and to just leave it as open space. <br /> 9 <br />
