DISCUSS AND TAKE ACTION ON RESOLUTION APPROVING THE REGULATIONS
PERTAINING TO THE OWNERSHIP AND REGULATION OF ANIMALS AND LIVESTOCK
ANIMALS IN HALL COUNTY, AND ADDENDUMS #1 REGARDING ANIMAL ADVISORY
BOARD -County Attorney Jack Zitterkopf stated that they are prepared to discuss the
regulations but he received an e mail this morning at 8:32 a.m. regarding changes to the
contract so it will require further review. Deputy County Attorney Nancy Berger-Schneider,
Chief Deputy Chris Rea, and Lori Dethloff Director of the Humane Society were present. Nancy
stated that this will address the resolution from 1968 regarding animal control. This is a 12 page
resolution and these are are the regulations that need to be enforced. This will assist law
enforcement and the county attorney with the enforcement. This is not directed at the rural
community they have respect for animals but there are concerns on the exotic animals and it is
important to have something more comprehensive.
Nancy stated that the state statutes as they are now can be prosecuted in county or district
court and it makes it easier so the deputies know what is allowed or not allowed. Chris Rea
stated that this will be on the internet and on the web site. It is all state statute and it will not
change how it is enforced just explain to citizens how it is enforced.
Arnold stated that this is nothing new it just makes it easier for people to understand.
Lancaster stated it is important to have easy to access and it will educate the public and make it
easier for law enforcement.
Quandt stated that social media brings it to the attention of the public.
Lori Dethloff thanked the board for working through this process. They work with the Sheriff's
department and try to make the public aware of the consequences. Hall County is ahead of the
game and more progressive.
Lanfear made a motion and Lancaster seconded to approve Resolution #16-069 approving the
regulations pertaining to the ownership and regulation of animals and livestock animals in Hall
County. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes
and none voted no. Motion carried.
7
