20 FACILITIES AGENDA—a) DISCUSS & APPROVE CHANGE ORDER#20 <br /> Mr. Humphrey explained that they used the inmate tunnel for the conduit to run the pipes. They <br /> built a wall to conceal the pipes and now need to adjust the door to accommodate the wall. <br /> Schuppan made a motion and Lanfear seconded to approve change order# 20 in the amount of <br /> $2,184.03. . Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried. <br /> B) SET BID OPENING FOR CARPET FOR COURTHOUSE —Schuppan made a motion and <br /> Quandt seconded to set the bid opening for the carpet in the courthouse for August 23, 2016 at <br /> 10:15 a.m. with bids due August 22, 2016 at 5:00 p.m. Arnold, Lancaster, Lanfear, Purdy, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> C) CONSTRUCTION UPDATE - Mr. Humphrey stated that they are balancing the HVAC and <br /> did one walk through and will be doing another on Friday with the architect for the punch list. <br /> They are on the final phase of construction in the County Office Building and are starting on the <br /> restrooms <br /> Quandt expressed concern on the door for the restroom on the second floor of the court house <br /> and Mr. Humphry stated that is has been ordered and they are working on it. He stated that the <br /> contractor should have liability insurance to cover this cost. <br /> Schuppan stated that at the last meeting there was a change order to repair the chiller to make <br /> it operational and it included buying a new main control board and a SIM card. They met last <br /> Wednesday with Jack and it was our equipment and the county requested to have it moved and <br /> after it was moved it failed to work. It was decided that the claim should be paid for the main <br /> control board and the SIM card. This is a repair on failed equipment and it was a complicated <br /> issue. The contractor could not warranty the equipment. It needs to be repaired and get it <br /> running. Jack stated that the change order was not approved and it should just be run through <br /> as a regular claim to repair the chiller. It should not be on a change order. <br /> 21. Added 8-5-2016 3:35 p.m. DISCUSS &TAKE POSSIBLE ACTION ON HEALTH <br /> INSURANCE PREMIUMS FOR ELECTED OFFICIALS - Lancaster stated that she added this <br /> Friday and provided information to Mr. Zitterkopf. The resolution for the elected officials was set <br /> and cannot be changed but it was questioned if there was another avenue to compensate them <br /> until the salaries could be adjusted. Initially Mr. Zitterkopf stated that he did not feel comfortable <br /> that this was possible. <br /> Lancaster stated she recently attended a Workforce Development Board meeting and the <br /> Department of Labor addressed fair labor standard rules. There are two issues changes on <br /> highly compensated employees and if health insurance is considered salary. After extensive <br /> research there is a state statute 35-2001 that states that health insurance is not considered <br /> salary and the elected officials are not make $134,000.00 in salary. She is proposing that for <br /> the elected officials the county could cover the premium co pay only until the salaries can be <br /> addressed. <br /> Mr. Zitterkopf stated that he does not want to violate state statutes. The salary or compensation <br /> cannot be changed during the term of office. He has an attorney general's opinion from 2001 <br /> on how to define compensation. He quoted the opinion.
