5 COUNTY ATTORNEY -A) DISCUSS &APPROVE LETTER OF AGREEMENT BETWEEN <br /> REGION 3 BEHAVIORAL HEALTH SERVICES & HALL COUNTY <br /> Mr. Zitterkopf stated that he provided the board with the new agreement and a copy of the old <br /> agreement. He has some concern that a paragraph was left out but the county will be billed <br /> only for the over stays. <br /> Quandt made a motion and Lanfear seconded to approve the agreement with Region 3 and <br /> authorize the chair to sign. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 7. 9:45 A.M. JBS PRESENTATION ON BIO-SOLID 90 DAY TEST TRIAL <br /> DISCUSSION AND POSSIBLE ACTION — Mr. Lanfear that JBS has requested to test this <br /> material. Mr. Vetter stated that he thought it would be best to bring this to the board considering <br /> the type of material that is involved. The last 3 years they have been working on the bio solids <br /> to find a better product. They are proposing to haul seven truck loads a day to a site and study <br /> the materials. This is a combination of 3 products and it is a dry product. <br /> Arnold noted that early on there was a flight to Iowa to see a large composting facility and he <br /> was impressed with the operation. It was out in the open air and there is a concern on smell. <br /> Mr. Vetter stated that this will be located on 13th Street between 60th and 70th Roads. The <br /> middle of nowhere in Hall County and the product would sit on an asphalt pad. <br /> Richardson ask for clarification. It is 3 products on site at the JBS plant and it transported to <br /> ordinance plant area where it is combined. The will use one days product. They ae requesting <br /> a 90 day trail period at CAAP and will test the products. <br /> Quandt stated that this is dealing with JBS and not with a composting operation. It will be <br /> windrowed on an asphalt pad and he has confidence that it will be done rights. This is not a <br /> conditional use permit it is a trail test plot it is different than what has been done in the past. <br /> Lanfear stated that he also supports this it is not a conditional use that would be for 4 or 5 years <br /> is for 90 days. He appreciates that they are looking for new options. <br /> Quandt stated this is different you are working with JBS not a composting operation and he is <br /> confident that it will be done rights. This is not a conditional use it is a trial test plot and different <br /> than what has been done in the past. <br /> Schuppan stated that another company did a similar test in 2013 and no one complained at that <br /> time. <br /> Arnold stated if this is successful it would be a marketable product, they need to see how the <br /> trial will work <br /> Lancaster if successful is there a next step planned? 90 days a great idea rather than a <br /> conditional use. She ask if there intent to land apply once the trail is done. They would then <br /> land apply and after the trial and they would know how the product breaks down and then <br /> determine how it would be land applied <br /> Purdy expressed concern if this would be spilled. It is a dry product so that it would not be <br /> spilled. <br /> 4 <br />
