11:26 A.M. Held a Board of Corrections meeting. <br /> 11:36 a.m. Adjourned the Board of Corrections meeting and returned to the regular meeting. <br /> 12. APPROVE BI WEEKLY PAY CLAIMS AND REGULAR CLAIMS —The board members <br /> received the board preapproval. Lanfear made a motion and Quandt seconded to approve the <br /> bi weekly pay claims and the regular claims. Arnold, Lancaster, Lanfear, Quandt, and <br /> Richardson all voted yes and none voted no. Purdy and Schuppan were absent. Motion <br /> carried. <br /> COMMITTEE OR BOARD MEMBER REPORTS— Richardson stated that she is the liaison to <br /> the Central District Health board and the joint meeting with the City and the Health board was <br /> held Monday at 6:00 p.m. she and Mr. Quandt were there. It is only for an hour and would <br /> appreciate the effort to be there. <br /> Lancaster stated she attend the National NACO meeting. She is on the Veterans committee <br /> and Workforce Development. They had extensive information on the new federal regulation <br /> regarding exempt employees. There is concern on how this will affect nonprofit organizations. <br /> The Veterans committee had discussion that the federal government should consider some <br /> reimbursement for County VSO offices because they do the paperwork. Homeless veterans are <br /> a big issue and the percent of homeless veterans is higher. She also noted that 60% of the <br /> states have veteran's designations on drivers' licenses. <br /> BOARD ASSISTANT'S REPORT—Stacey stated she did not have a report. <br /> 19. Added 7/22/2016 3:45 p.m. SIGNAGE FOR VETERANS PARK -Quandt stated that with <br /> the new hike and bike trail there is a problem with pet waste and he is requesting that signage <br /> be put up. <br /> Quandt made a motion and Lancaster seconded to have signs put up requesting to clean up pet <br /> waste. Arnold, Lancaster, Lanfear, Quandt, and Richardson all voted yes and none voted no. <br /> Purdy and Schuppan were absent. Motion carried. <br /> 9. DISCUSS AND APPROVE COLLECTIVE BARGAINING AGREEMENT BETWEEN HALL <br /> COUNTY AND CWA - Casey Sherlock was present and stated that he called Mark Fahleson <br /> and the Union signed the agreement on June 27, 2016 so it is on the agenda for today. It is a 3 <br /> year agreement. He noted the following. <br /> • The probation period will be 6 months <br /> • The pay steps will be effective July 15t <br /> • The step increase will be at the discretion of the public works director <br /> • The co pay for single health insurance will be 7% instead of 5% <br /> • There will be a 10 step scale <br /> • The step increase will be 11% year one, 11% year 2 and 6% to 11% for year 3 <br /> Mr. Fahleson stated that they are just cleaning up some clerical errors on the contract and the <br /> union has signed it. . <br /> Lancaster made a motion and Lanfear seconded to approve the Union Contract with CWA and <br /> authorize the Chair to sign it. Arnold, Lancaster, Lanfear, Quandt, and Richardson all voted yes <br /> and none voted no. Purdy and Schuppan were absent. Motion carried. <br /> 3 <br />
