21 SET PUBLIC HEARING CONCERNING AN APPLICATION FOR A TEXT AMENDMENT TO <br /> THE HALL COUNTY RESOLUTION LAND USE ZONING MATRIX TO INCLUDE A USE <br /> CATEGORY FOR TRAILER WASH SERVICES-LIVESTOCK FOR MAY 17, 2016 AT 11:00 AM <br /> (ADDED 5/2/2016 AT 8:35 AM) — Chad Nabity was present and stated this is regarding a <br /> petition that the County Board received and it was sent to Regional Planning. They will meeting <br /> on this tomorrow and after the Planning Commission hears it is will come to the County Board <br /> for a hearing. Discussion was held and the May 17th meeting will have the issue with the Crane <br /> Trust so it was suggested to move it to the May 31 meeting. <br /> Schuppan made a motion and Quandt seconded to set the public hearing regarding the <br /> application for a text amendment to the Hall County Resolution land use zoning matrix for a <br /> category for trailer wash services. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 11 DISCUSSION & RESPONSE TO LETTER FROM GRAND ISLAND FIRE DEPARTMENT <br /> REGARDING PROTOCOL FOR COUNTY AMBULANCE TRANSPORTS -The board received <br /> a letter regarding this. The ownership of the clinic in Doniphan has changed and they may go to <br /> Hastings for hospitalization. Schuppan stated that there have been some issues. There is a <br /> current agreement and when a new agreement is put I place this may need to be changed. <br /> Discussion was held and the board just needs to respond that they do not have any issues. <br /> Quandt made a motion and Richardson seconded to authorize the chair to sign a letter <br /> responding to this request. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 12. DISCUSSION & POSSIBLE ACTION REGARDING CREATING COMMITTEE TO <br /> RESEARCH HUMAN RESOURCES DEPARTMENT— Lanfear suggested creating a committee <br /> to address this it was discussed at budget time and then nothing was addressed. <br /> Lanfear made a motion and Schuppan seconded for the Chairman to appoint an ad hoc <br /> committee to research a human resource department. <br /> Schuppan noted that this was discussed and there is money in the budget discussion was held <br /> to ask Pam Bourne to come to the County Board and explain the process and get it started <br /> Arnold suggested that Doug call Ms. Bourne and ask if she would be able to come out and <br /> explain the process and ask about the cost. Lanfear withdrew his motion and Schuppan <br /> withdrew his second. This will be addressed at the next meeting. <br /> 18 COMMITTEE OR BOARD MEMBER REPORTS - Schuppan reported that they did a road <br /> tour with Casey last Tuesday. The rain and snow has been hard on the roads they also looked <br /> at the location of the new bridge. He stated he would like to have the entire board take a tour. <br /> Quandt suggested a video but Schuppan stated that is not a substitute for a road tour. <br /> Discussion was held and Schuppan will work on the process. <br /> Lancaster stated she attended a down town meeting regarding parking issues. There are some <br /> management issues that can be addressed. There have also been several meetings with Senior <br /> Citizens regarding the proposal to the city for the public transportation. They hired Joni Kuzman <br /> for assistance. She provided them with a 13 page outline to complete. She also noted that they <br /> cannot use handi buses for chartered trips. <br /> 5 <br />
