a proposal to retain the same custodian for 3 hours a day until June 1, 2016. The bid for the <br /> janitorial services should be back. Discussion was held and the proposal states until <br /> 12/31/2016 this needs to be amended to read June 1, 2016. This is a stop gap measure to <br /> cover the services. It will be changed to June 1, 2016. <br /> Schuppan made a motion and Lanfear seconded to approve and authorize the chair to sign the <br /> proposal from L & J Building Maintenance. Discussion was held and Lancaster requested that <br /> the proposal is changed to read June 1, 2016. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> c) DISCUSSION & POSSIBLE ACTION ON TIME LIMITS FOR RECEIVING QUOTES <br /> Mr. Humphrey stated that he has had problems getting quotes in a timely manner for projects. <br /> This is a possible solution to put a time limit receiving quotes for a particular job and if they only <br /> receive one quote if it is ok to take that quote. <br /> Arnold if it is required to have 3 proposals there has to be a reason if we do not have them. We <br /> have to follow the laws. <br /> Quandt asked if he has a list of contractors to call. Mr. Humphrey stated he does and they <br /> come and pick up the plans but do not come back. He also calls them back. Some are small <br /> projects and with no deadline it is open ended and now everyone is busy. <br /> Lancaster this is a good thought and the time frame needs to be standard. She suggested for <br /> better accounting purposes to send an e mail notices so there is a written record. <br /> Lanfear stated this mirrors what we do with bids and this should be in the proposals. Mr. <br /> Humphrey suggested 30 days. Discussion was held and Schuppan suggested 30 days unless <br /> otherwise specified. <br /> Schuppan made a motion and Quandt seconded to set the time limit for receive quotes or <br /> proposal at 30 days unless otherwise specified. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> d) DISCUSSION ON COURTHOUSE WINDOW OPTIONS— Mr. Humphrey stated there had <br /> been discussion on the windows and he showed pictures of some of the windows that are in <br /> bad shape. There is $150,000.00 budgeted for the replacement or repair and he would have to <br /> have an RFP and go out for bids. The committee has discussed various options. He stated he <br /> has a representative coming to demonstrate some windows. <br /> CONSTRUCTION UPDATE—Mr. Humphrey stated they are completing the work in the court <br /> room #1 and are doing the asbestos abatement in County Court and it is going well. <br /> The County Office Building is moving slowly. They will be adding the ceiling and the carpet and <br /> hope to be moving next Wednesday. This is for Phase#1. <br /> Quandt asked when the Courthouse will be completely done and Mr. Humphrey stated June 1st <br /> They will have to balance the air and the water coolers and that may take some time. <br /> NEW OR UNFINISHED BUSINESS—Chairman Arnold called for new or unfinished business <br /> and Schuppan stated that they have a new employee at the park and he is working on the <br /> planting and the flower gardens and has started on the butterfly garden. It is looking nice. <br /> 8 <br />
