6. 10:00 A.M. EXECUTIVE SESSION — UNION NEGOTIATIONS - Lancaster made a motion <br /> and Richardson seconded to go into executive session regarding union negotiations. Arnold <br /> stated that there are 2 reasons for an executive session to prevent needles harm or injury to an <br /> individual or to protect the public interest. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 9:59 a.m. Executive session <br /> 10:16 a.m. Lancaster made a motion and Quandt seconded to go out of executive session. <br /> Arnold stated that no other subjects were discussed no votes were taken and not action was <br /> taken. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and <br /> none voted no. Motion carried. <br /> Held 5 minute break <br /> Lancaster made a motion and Quandt seconded to retain Mark Fahleson with Rembolt Ludtke <br /> as legal counsel for the union negotiations and to retain expert assistance if necessary. Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> 13 DISCUSS AND TAKE ACTION TO DECLARE ANTIQUE LIGHT BULBS REMOVED FROM <br /> HALL COUNTY COURTHOUSE AS SURPLUS- Lanfear stated that the old light bulbs that were <br /> removed during the courthouse renovations still work and have historical value and the <br /> Historical Society can make use of them. <br /> Lanfear made a motion and Jane seconded to declare the light bulbs as surplus property and <br /> give them to the Hall County Historical Society. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 12 DISCUSS AND TAKE ACTION TO RATIFY RECORDING OF DEED FOR FEDERAL <br /> BUILDING - Richardson stated that they received the deed and had the Chairman sign it then it <br /> was to be recorded at the register of deeds office Stacy and Jane proceed to do so but did not <br /> realize there was a $64.00 fee. So Stacey wrote the personal check to record it. She reviewed <br /> the conditions on page 6 regarding the financial reports and the audit reports. <br /> Richardson made a motion and Quandt seconded to ratify the deed for the Federal Building. <br /> Quandt thanked Jane and Jack for their work to acquire the building. Richardson stated they <br /> want to look at the long range plans for the future, demolish old buildings and create a beautiful <br /> Hall County campus. <br /> Lancaster noted there are short term plans for the building for the county attorney and they are <br /> considering an architect. She also noted that the tax credits have come through and they can <br /> also be used for this building. <br /> Lanfear expressed concern on the building and questioned what it was going to cost to run the <br /> fiber optic cable to the Federal Building. <br /> Quandt stated that downtown is excited that Hall County owns the Federal Building. <br /> 6 <br />
