9:05 a.m. Held a Board of Equalization meeting <br /> 9:41 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION Chairman Arnold called for public participation and no one <br /> responded. <br /> COUNTY ATTORNEY -A) DISCUSSION AND POSSIBLE ACTION ON INTERLOCAL <br /> AGREEMENT FOR PUBLIC TRANSPORTATION SERVICES <br /> County Attorney Jack Zitter k op f stated th at this interlocal agreement was on the agenda two <br /> weeks ago and the board requested additional time to review it. He stated he has nothing new <br /> to add. Mr. Quandt, the City Attorney and City Engineer and Mr. Zitterkopf and Theresa <br /> Engelhard met and have concluded that everything that has been done to keep the process fair <br /> and to maintain the same level of service. The RFP is out but he has not read it yet. <br /> Quandt stated that they met yesterday and all of his questions were answered. This is a stop <br /> gap agreement until the transportation study is done. The city has assured us that they will <br /> maintain the save level of service. <br /> Lancaster noted that she was unable to attend but at this point we have to trust the parties. The <br /> County has provided service since the 1970's and have provided the money for the buses and <br /> the dollars for the local match. We have invested a great deal and have done a good job. This <br /> service is vital to the elderly and to the community. <br /> Quandt questioned if the county would have a representative on the board and it states in the <br /> agreement that there will be a county board member. <br /> Richardson stated she read the agreement and at this point we have to take a leap of faith and <br /> hopefully it will be a win win situation. <br /> Quandt made a motion and Lancaster seconded to approve the Interlocal agreement and <br /> authorize the chair to sign. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> C) DISCUSSION AND ACTION ON RESOLUTION IN SUPPORT OF THE DISCONTINUANCE <br /> OF THE TOWNSHIP ORGANIZATION OF HALL COUNTY—Mr. Zitterkopf stated that all 14 <br /> township boards have been terminated and this resolution will support the discontinuance of the <br /> township organization of Hall County. The ballot language has also been prepared, with the <br /> help of Dale Baker. <br /> Arnold noted that the number of commissioner was a concern in the past but that will stay the <br /> same and eliminate the township boards. <br /> Quandt made a motion and Lancaster seconded to approve Resolution 16-029 in support of the <br /> discontinuance of the township organization of Hall County. Arnold, Lancaster, Lanfear, Purdy, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Lanfear stated that there are also some other minor changes but he supports this. <br /> 3 <br />
