Mr. Zitterkopf stated that they can transfer the dollars to the Road Fund. In the next 2 weeks <br /> there will be a resolution where the County Board recommends that the township form of <br /> government be abolished. There will still be 7 commissioners and the ballot language will also <br /> be approved for the General Election. <br /> Quandt questioned what would happen if it was not approved by the public. Jack stated that if <br /> the boards have been terminated and the public elects not to abolish the township form of <br /> government then they can petition the County Board to reestablish the township boards. The <br /> townships will all stay because of the physical descriptions. The funds will be moved by state <br /> statute. <br /> The vote on the motion to approve the resolutions was taken. Arnold, Lancaster, Lanfear, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Purdy was absent. <br /> COUNTY ATTORNEY B) DISCUSSION AND POSSIBLE ACTION ON INTERLOCAL <br /> AGREEMENT FOR PUBLIC TRANSPORTATION — Mr. Zitterkopf stated that this is an <br /> agreement with the City to cover the gap to provide services during the transition year <br /> It is a 3-year agreement that the city will provide the funding and the county will provide the <br /> buses. There is an RFP going out for people who are interested in running the bus services. <br /> Senior Citizens will be responding to the RFP. Jack stated that he was not able to get it to the <br /> board sooner because he received it Monday morning. <br /> Schuppan questioned if this had to be done today. It needs to go to the City Council next week. <br /> Quandt asked what happens to the buses since they are the property of Hall County and Jack <br /> stated that whoever bids and is the successful bidder the county will have to provide the buses <br /> to them, otherwise they will go back to the state. Schuppan stated that he would like some <br /> more time to review this. <br /> Lancaster stated she has been involved in this and it is bothersome. We have provided <br /> service since the 1970's. It is vital to Grand Island and now we also provide service for an after <br /> school program. It is vital to city and county and Senior Citizens has been the only provider and <br /> they understand the needs. Hall County has provided the local match and even the cab tickets. <br /> Y Y p <br /> Schuppan stated he wants some time to read through the agreement. Discussion was held on <br /> the time frame to get it signed. Schuppan stated this will affect his district. <br /> Quandt we have a level of service that the county depends on and we do not want this to drop. <br /> We need to be guaranteed the same level of service. The agreement does not outline the level <br /> of service. He questioned if they could meet with the city. Lancaster stated that she has been <br /> included in the meetings. John Adams with GIAMPO is the program administrator and he is <br /> working on the RFP. There are checks and balances and they have always talked about the <br /> level of service. John stated that it is their intent to keep it the same or better and they are not <br /> going to select a provider that does not have any background. <br /> Schuppan made a motion and Richardson seconded to postpone approving the Interlocal <br /> agreement for two weeks. Arnold, Lancaster, Lanfear, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Purdy was absent. <br /> 12. DISCUSS AND APPROVE BUDGET SCHEDULE AND SPECIAL BUDGET MEETINGS <br /> FOR 2016-2017 - Quandt made a motion and Lancaster seconded to approve the budget <br /> 5 <br />
