Purdy made a motion and Richardson seconded to open the public hearing for the termination <br /> of the township boards. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan <br /> all voted yes and none voted no. Motion carried. <br /> County Attorney Jack Zitterkopf was present and stated the board will need to open the hearing <br /> for each township. <br /> Lancaster made a motion and Schuppan seconded to close the collective public hearing and to <br /> open the public hearing for South Loup Township. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> The report from the County Treasurer and the report from the County Clerk have been <br /> submitted. <br /> Election Commissioner Dale Baker stated that when the township elections are held if anyone is <br /> nominated they all decline to serve. This is just a layer that could be closed. <br /> County Surveyor Casey Sherlock was present and stated that in 1989 all of the maintenance of <br /> township road was transferred to the county and some minimum maintenance roads were <br /> designated. The townships are not active and do not maintain the roads. <br /> Quandt questioned and if there would be any advantage to retain them. Casey stated he did <br /> not see any advantage. All of the roads, bridges, culverts and all gravel on the roads are <br /> maintained by the County and will continue to be maintained. In the past the township owned <br /> their own equipment and maintained the roads but they do not own any equipment now. <br /> Arnold stated that it is evident by the inactivity of the townships that this needs to be addressed <br /> and also no one is elected to serve on the township boards, you cannot have a government <br /> layer without people. <br /> Mr. Sherlock stated that in 2006 there was township money and they attempted to appoint <br /> township boards and because of the concern on the liability no one would serve. <br /> Arnold asked if there are some township funds and if this passes would the funds be <br /> transferred to the county. Casey stated there is money in the unclaimed property at the state <br /> and in some local banks but they cannot access it because there are no township boards. One <br /> this is approved he would have track that these funds are used on the roads. <br /> County Treasurer Peg Pesek informed the board that once a year they get in lieu of money from <br /> the public power districts in the amount of$22.82 and that has to be disbursed to the townships <br /> according to the 1957 levy. She also stated she contacted the State and Alda Township has <br /> $108.30, Center Township has $923.18 and she tried to work with the state to get the dollars <br /> out of unclaimed property and get it back to the county but she was told it would have to go <br /> back to the townships. So now it will stay as is and when it goes to a vote of the people at the <br /> General Election and if it is approved then they would follow the process to get it back to the <br /> county road fund. <br /> Chairman Arnold called for public participation and no one responded. <br /> 4 <br />
