Tracy Overstreet stated that there is an exception to the open meetings act to add items relating to buildings and roads if they are of an emergency nature, and the Independent would not object to this $10,000.00 purchase. Mr. Zitterkopf notated 84-1411 regarding notice of meetings and if the items are not an emergency nature the agenda can be modified 24 hours before the meeting and the section does not define emergency item, but it would be unreasonable to hold up a project for 2 weeks. Schuppan stated that the plaster is falling and the ceiling tiles are cracking. He stated it would be an emergency if there are people in the rooms and the plaster falls. Schuppan made a motion and Purdy seconded to add this to the agenda as an emergency item to discuss and approve repairs to the plaster ceilings at the courthouse. Arnold, Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted yes and none voted no. Richardson was absent. Motion carried.
