10. DISCUSSION &ACTION REGARDING PROCESS FOR ADVERTISING FOR BIDS - <br /> Quandt questioned the process for advertising bid openings. Mr. Zitterkopf stated that if they are <br /> not advertised it could result in legal problems but the easy solution is to attach copies of the <br /> affidavit of publication for bid openings, hearings and meetings. <br /> Lancaster stated that this was a good point and easy fix to add an item to the agenda for the <br /> proof of publication for meetings and any other item that requires proof of publication. <br /> Lancaster made a motion and Quandt seconded to add an item to the agenda for the proof of <br /> publication. Arnold, Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted yes and none <br /> voted no. Richardson was absent. Motion carried. <br /> BOARD MEMBER OR COMMITTEE REPORTS - Lancaster stated that the applications for the <br /> building inspector are coming in and are due by February 16, 2016. The applications will be <br /> reviewed and the board members will bring forward 2 or 3 of the most qualified applicants. The <br /> interviews will be held March 2, 2016 a 9:00 am. <br /> Schuppan stated the LB 977 has to do with ag equipment on county roads, this would make <br /> them exempt to weight restrictions but it would include manure haulers and they have a concern <br /> on this. They testified in Lincoln to have manure haulers removed from the bill. <br /> Lanfear stated they met with Jerry Piccolo and they are starting the renovations on his office. It <br /> will be done in 3 stages. They are also looking at purchasing new desks and will put together a <br /> list and costs for the next meeting. <br /> Purdy stated that NIRMA has LB 188 regarding pursuit liability that they would like the board to <br /> support this it will help all counties. <br /> BOARD ASSISTANT--Stacey Ruzicka stated she did not have anything to report. <br /> A FACILITY AGENDA—A) FACILITIES COMMITTEE RECOMMENDATION — DISCUSSION <br /> AND ACTION ON BID FOR FLOOR FLATTENING AND SEWER LINE REPAIR AT <br /> COURTHOUSE ANNEX- Mr. Humphrey was present and stated this was extremely high. This <br /> cannot be accepted because it was not advertised. <br /> Schuppan made a motion and Lanfear seconded to reject the bid for the floor flatting. Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted yes and none voted no. Richardson <br /> was absent. Motion carried. <br /> B) UPDATE ON CONSTRUCTION PROJECTS - Mr. Humphrey stated that they are working on <br /> the county court room and have removed the ceilings and the bathrooms on the 2nd floor are <br /> under construction. They are installing tile and fixtures and hope to have them up and going <br /> soon. He showed pictures of the ceiling and stated that the plaster is in poor condition and is <br /> falling. The solution would be to remove all of the old plaster. They met yesterday and <br /> discussed this and Mid Plains would be able to do this for$10,675.00. They would remove the <br /> plaster in both courtrooms. This all happened yesterday morning so they could not put this on <br /> the agenda. Schuppan stated they did not ask for a change order. Discussion was held and <br /> this would be outside of the project. <br /> 5 <br />
