14. DISCUSSION AND VOTE ON REPRESENTATIVES TO THE NEBRASKA REGIONAL <br /> INTEROPERABILITY NETWORK BOARD OF DIRECTORS - <br /> Jon Rosenlund was present. This includes Adams, Buffalo, Clay, Frontier, Hall, Hamilton, <br /> Harlan, Kearney, Lincoln, Phelps and Webster counties and is for representatives to the <br /> committee to manage the establishment and maintenance of the NRIM project. It is a locally <br /> owned network to share data and information. Hall County can vote on two candidates. <br /> Lancaster made a motion and Quandt seconded to vote for Chip Volcek and Jon Rosenlund. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted yes and none voted no. <br /> Richardson was not present. She was excused from the meeting. . <br /> B) DISCUSSION AND POSSIBLE ACTION ON THE BUILDING INSPECTION SERVICES <br /> INTERLOCAL AGREEMENT - County Attorney Jack Zitterkopf stated that there was some <br /> concern from last meeting and all of the attorney's and Ms. Lancaster Mr. Lanfear and Mr. <br /> Quandt all met last night. It was decided that a uniform code among the County City of Wood <br /> River and villages would be used. The committee will come up with the code. There was <br /> discussion on the electrical inspections and if the building inspector was to also do the electrical <br /> inspections it would limit the pool of applicants. The committee will be addressing the electrical <br /> codes. The state cannot inspect beyond the utility pole. The committee has to adopt an <br /> electrical code. It was discussed to start with a base code and then amend it if necessary. The <br /> committee has a lot of work ahead of them. Mr. Zitterkopf reviewed the minor changes <br /> Greg Cramer from Wood River was present and thanked the board for the process and would <br /> like to see it approved and get this going. <br /> Lancaster made a motion and Schuppan seconded to approve the Interlocal agreement <br /> Mr. Schuppan stated he still has some concerns but is willing to move forward. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted yes and none voted no. <br /> Richardson was not present. She was excused from the meeting. . <br /> Lancaster read the ad for the building inspector and it will be published and the applications will <br /> come to Stacey by February 16, 2016 at 4:00. The applications that are received will be sent to <br /> all of the board member and to the committee members also. February 23, 2016 they will <br /> identify the candidates for the interviews and on March 2, 2016 at 9:00 a.m. there will be a <br /> special meeting for the interviews. Lancaster asked Scott if he would ask the questions and he <br /> stated he would do so. The ad will run January 31, February 3, 7 and 10, 2016 in the local <br /> paper and on Workforce Development. <br /> Quandt made a motion and Lancaster seconded to move forward with the ad for the building <br /> inspector applications are due February 16, 2016 at the board assistant's office at 4:00 p.m. and <br /> it will be advertised in the local paper. Arnold stated that a special meeting will be held on March <br /> 2, 2016 for the interviews. Arnold, Lancaster, Lanfear, Purdy, Quandt and Schuppan all voted <br /> yes and none voted no. Richardson was not present. She was excused from the meeting. . <br /> 4A. COUNTY ATTORNEY -A) EXECUTIVE SESSION —STRATEGY WITH RESPECT TO <br /> REAL ESTATE PURCHASE/SALE -- Lancaster made a motion and Schuppan seconded to go <br /> into executive session to protect the public interest. Mr. Zitterkopf and Casey Sherlock were <br /> asked to stay for the executive session. Arnold, Lancaster, Lanfear, Purdy, Quandt and <br /> Schuppan all voted yes and none voted no.
