9:05 a.m. Held a Board of Equalization meeting <br /> 9:14 Returned to the regular meeting <br /> PUBLIC PARTICIPATION REGULAR MEETING Chairman Arnold called for public participation <br /> for the regular meeting <br /> Paul Wicht, Grand Island expressed concern that as a taxpayer he feels that the board should <br /> be at a higher level of integrity and he has found that is lacking. He expressed concern that the <br /> corrections director should be promoted from within and this was a perfect fit and it has taken 6 <br /> months to vote to hire him and they agreed to the $106,000.00 for the salary did they offer him <br /> any less and why did they start out so high. He expressed concern on the hatchery that would <br /> have 5000 chickens but you cannot have 3000 head of cattle <br /> Chairman Arnold called for any other public participation and no one responded. <br /> 5A) PUBLIC WORKS —5 A) DISCUSS &APPROVE SPECIAL EVENT PERMIT RECEIVED <br /> FROM THE GRAND ISLAND FAMILY YMCA—Casey Sherlock was present this is a running <br /> and biking race and he described the route that they are proposing to use. The reason for these <br /> permits is that they require insurance certificates. He stated there could be 50 to 100 <br /> participants and Airport Road has been designates as a truck route but this is held in the <br /> morning on a Saturday. <br /> Purdy asked if they provide any signs and Casey stated they use the police department for <br /> traffic control. <br /> Quandt made a motion and Richardson seconded to approve the special permit event for the <br /> YMCA. Discussion was held if they could use Academy Road and Casey said he would check. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 5B) DISCUSS RECEIVING BIDS TO HIRE A CONTRACTOR TO CONSTRUCT COUNTY <br /> BRIDGE AND POSSIBLY SET BID OPENING FOR FEBRUARY 23, 2016 TO AWARD <br /> CONTRACT TO CONSTRUCT COUNTY BRIDGE — Casey Sherlock stated that the award for <br /> the bridge material came in at $43,000.00 and that is less then they budgeted and this may be <br /> an opportunity to hire a contractor to build this bridge and then that would give the department <br /> the opportunity to complete 7 other small bridge projects. He would like to take bids and see <br /> how they come in. The board does not have to award the bids if they are too high. Schuppan <br /> stated the committee discussed this and they would like to take bids. <br /> Purdy made a motion and Schuppan seconded to set the bid opening for February 23, 2016 <br /> 10:00 a.m. for the construction of a county bridge. The bids would be due February 22, 2016 at <br /> 4:30 p.m. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes <br /> and none voted no. Motion carried. <br /> 9:35 a.m. held a Board of Corrections meeting <br /> 10:02 A.M. Recessed the Board of Corrections Meeting to hold the public hearings. <br /> 2 <br />
