12:11 p.m. Returned to the Board of Corrections meeting. <br /> 12:45 p.m. Adjourned the board of corrections meeting and returned to the regular meeting, <br /> 11. DISCUSS AND APPROVE UPDATE TO HALL COUNTY APPLICATION FOR <br /> EMPLOYMENT The personnel committee updated the application and it was reviewed by Mr. <br /> Zitterkopf. <br /> Purdy made a motion and Schuppan seconded to approve the updated application and to <br /> forward it to all of the department heads to use. This will then be a standardized application. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 12. DISCUSSION AND POSSIBLE ACTION REGARDING EMPLOYEE ASSISTANCE <br /> PROGRAM Purdy stated that the employee assistance program is up for renewal. They charge <br /> a flat fee of$5,000.00 and they did a comparison and it is a good price. Utilization is down and <br /> this is a one year contract. Mr. Bahensky encourages his people to use it. Discussion was held <br /> and they will gather some information from the departments if it is used. <br /> Schuppan stated they need to educate the employees and promote the program. This will be <br /> addressed again in 2 weeks. <br /> COMMITTEE OR BOARD MEMBERS' REPORTS — Lancaster stated she had concerns on <br /> water contamination at the Nature center and she talked to Crane Trust and they monitor the <br /> water at the center monthly. If something is disturbed it will be detected she stated this is good <br /> news. <br /> Arnold stated that the Emergency Management committee met last Thursday and there was <br /> discussion about a new facility. It would be a capital improvement project for the City and they <br /> would be responsible. Hall County would be responsible for the 50% of the ongoing costs. <br /> There was discussion on different locations and the city is looking at different sites. They will <br /> build a new location and the current location will be the backup site. Purdy stated that this will <br /> take some time they need a good location. <br /> Chairman Arnold called for other reports and no one responded. <br /> 21. FACILITIES AGENDA <br /> A. SET BID OPENING FOR CAMPUS MAINTENANCE TRACTOR (NOVEMBER 17, 2015 AT <br /> 10:30 A.M.) Loren Humphrey was present and stated that this is to replace the lawnmower <br /> tractor with the snow blade. The grasshopper mower is getting old and with the additional <br /> property they need to upgrade the equipment. This piece of equipment is in the budget. <br /> Lanfear made a motion and Schuppan second to set the bid opening for the maintenance <br /> tractor for November 17, 2015 at 10:30 a.m. <br /> Quandt asked if they have a skid steer tractor and Mr. Humphrey stated that they do but it is too <br /> large for the sidewalks. <br /> 27 <br />
