<br />D~scuss~on on the setting public hearing for sale of weed/extension building
<br />on.St~lley Par~ Road and the need to establish a fair market value for the
<br />bu~ld~ng. ES.t~mated value from County Assessor's office and from estimated
<br />market v~lue.from realtor given ~n February 1991 were discussed. Board members
<br />gave the~r v~ews of market value and ranged from $60,000. to $75,000.

<br />Motion by Frauen, seconded by Hartman to set the fair market value for the
<br />county owned building on Stolley Park Road at $65,833.33. On roll call vote
<br />Abernethy, Frauen, Hartman, Landis, Leslie and Wright voted yes, Quandt. voted
<br />no. Motion carried on six to one vote.

<br />Motion by Frauen, seconded by Hartman to set the Public Hearing for the sale
<br />of building for January 26, 1993 at 10:30 A.M. On roll call vote Abernethy,
<br />Frauen, Hartman, Landis, Leslie, Quandt and Wright voted yes, none voted no.

<br />Discussion on the Keno questions presented by the joint County-City Keno
<br />Committees.
<br />Present were news reporters from Grand Island Independent, Radio Stations
<br />KRGI and KMMJ; TV Stations Channels 13 and 10/11, City of Grand Island
<br />Mayor Dobesh, City Attorney Keith Sinor, Councilman Todd Kehm; Fonner Park
<br />Attorney Mike Johnson, Rod Huebner, Torn Baxter, Tammie Stelk and 6 other
<br />interested parties, County Attorney Ellen Totzke, County Board Assistant
<br />Ellen Merrill, Seven County Board members and County Clerk.
<br />
<br />The five questions were each considered individually. All discussion is
<br />on tape filed in County Clerk's Office.
<br />
<br />1. Motion by Quandt, seconded by Hartman the County contract with an
<br />operator or operators to run the Keno games. On roll call vote Abernethy,
<br />Frauen, Hartman, Landis, Leslie, Quandt and Wright voted yes, none voted
<br />no. Motion carried.
<br />
<br />2. Motion by Wright, seconded by Hartman the proceeds be a 50 - 50 split
<br />within the City Limits. On roll call vote Frauen, Hartman, Leslie,
<br />Quandt and Wright voted yes, Abernethy and Landis voted no. Motion
<br />carried on five yes, 2 no vote.

<br />3. "Do'you want to name an operator or request proposals"
<br />Motion by Hartman, seconded by Wright that we have more than one operator,
<br />one operator to be Fonner Park if competitive,in Hall County. On roll
<br />call vote Frauen, Hartman, Quandt and Wright voted yes, Abernethy,
<br />Landis and Leslie voted no. Motion carried on four yes, three no vote.
<br />
<br />4. Motion by Hartman, seconded by Wright, satellite locations for Keno
<br />activities shall be permitted upon a showing that such satellite
<br />activities are in the public interest, with one operator to make the
<br />satellite selections. On roll call vote Abernethy, Frauen, Hartman,
<br />Landis, Leslie, Quandt and Wright voted yes, none voted no. Motion
<br />carried.
