<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, NOVEMBER 24, 1992

<br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session
<br />and by published call with Chairperson Margaret Landis presiding.
<br />
<br />Present on roll call were_Irene Abernethy, Richard Frauen, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given.
<br />
<br />Minutes of November 17th meeting were accepted as received. On motion by
<br />Quandt, seconded by Frauen. On roll call vote Abernethy, Frauen, Hartman,
<br />Landis, Leslie, Quandt and Wright voted yes, none voted no. Motion carried.
<br />
<br />Deputy County Attorney Jerry Janulewicz was present. He spoke in regard to
<br />the written opinion in regard to the additional funding for Region III Comm-
<br />unity Mental Health Program.
<br />Motion by Leslie, seconded by Abernethy to furnish funds to Region III
<br />to pay Mary Lanning Hospital for EPC patient bills from last year. On roll
<br />call vote Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Wright voted
<br />yes, none voted no. Motion carried.
<br />
<br />Attorney Janulewicz presented contract for Crisis Center funding of $8000.00
<br />for fiscal year 1992-1993. He approves contract as to form.
<br />Motion by Quandt, seconded by Hartman to accept and authorize signing
<br />the contract as presented. On roll call vote Abernethy, Frauen, Hartman,
<br />Landis, Leslie, Quandt and Wright voted yes, none voted no. Motion carried.
<br />
<br />Attorney Janulewicz stated he had reveiwed the agreement with Attention
<br />Center, Lancaster County at cost of $106.00 per day for each County detainee.
<br />Motion by Frauen, seconded by Abernethy to approve agreement and
<br />authorize signing the agreement with Attention Center Lancaster County. On
<br />roll call vote Abernethy, Frauen, Hartman, Landis, Leslie, Quandt, and Wright
<br />voted yes, none voted no. Motion carried.
<br />
<br />Attorney Janulewicz sp_~~e iIl_regard to agreement with US West and State of
<br />Nebraska for CustomCentron Telephone Service. He stated the contract has
<br />been sent to U.S. West for corrections and County Board should act to accept
<br />the contract and authorize chair to sign when contract is returned.
<br />Motion by Frauen, seconded by Abernethy to accept and authorize chairman
<br />to sign the contract with U.S. West and State of Nebraska for Custom Centron
<br />Telephone Services. On roll call vote Abernethy, Frauen, Hartman, Landis,
<br />Leslie, Quandt and Wright voted yes, none voted no. Motion carried.
<br />
<br />Discussion on county burials. Attorney Janulewicz stated they will need to
<br />look at the Social Service Contract before any changes are made. He will-
<br />research and return with recommendation to the board.
<br />
<br />Susan Nadolski, Family! Violence'-CoaliJ::ic~_Jl gave an update report on the
<br />program.
<br />
<br />Max Boersen, Hall CountY-I:!p.ild.:..!.ngjlnspector spoke in regard to the ii~que~ej:,
<br />for proposed changes in Hall CoUnty Building Code. He explained the-reason
<br />for the request due to propane furnaces and appliances being placed under
<br />ground at rural residences.
<br />
<br />10:00 A.M. BID OPENING. for Commercial/Industrial Property reappraisal for
<br />Hall County.
<br />Affidavit of publications were presented as published in Grand Island
<br />Daily Independent and Omaha World Herald.
<br />Motion by Quandt, seconded by Frauen to open bids received. On roll call
<br />vote Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Wright voted yes,
<br />none voted no. Motion carried.
<br />
<br />County Assessor Jan Pelland was present. She stated "After talking with
<br />County Attorneyrs office and the State Department of Revenue, I would make
<br />a recommendation that the Board make an exception in the case of the bids
<br />that have not physically arrived - that they are in transit and are guaranteed
<br />by 10:30 and that you take the fax copies that have come in their place."
<br />Landis asked:"what if bids donrt get here today at 10:30
<br />pelland: In the cases of the two companies that I am referring to, which
<br />are Cole Layer Trumble Company and Maas & Associates. They both were sent
<br />out with guaranteed deliver by 10:30 this morning.

<br />Board members felt should accept County Assessorrs recommendation.
<br />Motion by Wright, seconded by Hartman to accept the fax copies of bids.
<br />On roll call vote Abernethy, Frauen, Hartman, Landis, Leslie, Quandt, and
<br />Wright voted yes, none voted no. Motion carried.
