Arnold expressed concern on the renovations of the courtroom and stated he does not want to
delay the project but would like some more information on the costs. But the board needs to
make a decision.
Recessed the meeting until after the jail tour and will reconvene at that time.
1:00 p.m. Returned to the board of corrections meeting.
1:13 p.m. adjourned the board of corrections meeting
The one water heater has failed if any more fail it would be an emergency and it would require
moving prisoners and would cause safety problems. Lanfear stated that the water heater is
getting bad fast. Corrections steering committee will look at the informal bids.
Quandt made a motion and Richardson seconded to replace the 1 water heater that is leaking
the worst and to declare it an emergency to replace and to waive the bidding requirements
based on health and safety issues in the jail. Mr. Bahensky will be instructed to move forward
with the replacement. Arnold, Lanfear, Purdy, Quandt Richardson and Schuppan all voted yes
and none voted no. Lancaster was absent for the afternoon session because of a scheduled
appointment.
1:30 a.m. recessed the meeting until 3:30 p.m. to finish the issue on the court house.
3:30 a.m. Returned to regular session
Arnold stated that the board has returned to session regarding the renovations to the ceiling in
the district court room. Mr. Humphrey called the architect regarding the proposed costs of the
renovations and what was included in the original proposal. The flooring was in the bid and it
should have been held out the demolition and the cleanup has been done. They proposed to
replace the tiles with drywall and the amount of the plaster is high but they may need it. They
did deduct the suspended ceiling and the paint so they can deduct $5,718.00. The mechanical
work for the drawing was done but will have to be redone because of the change. They can
deduct $3,570.00 for the electrical and they could reduce the plaster costs about $19,000.00 so
the total for the renovations of the ceiling could be about $150,000.00 and that does not include
the lightening. He did not have time to contact any of the other contractors.
Lanfear stated that it is just too high.
Arnold stated that he wanted to wait for the clarification and expressed concern that it is going to
be a 3/3 vote and he does not want to prolong the project any more but it is a once in a lifetime
opportunity to preserve the ceiling.
Schuppan expressed concern on the time issues and questioned if Judge Luther is willing to put
up with the delays. Loran stated that she is OK with it and this will just be time consuming once
the mechanical is in place it won't hold it up too long. It will not hold up the restroom
renovations. They will have to remove the old paint and repair the plaster.
Quandt made a motion and Lanfear seconded to proceed with the project as is and to not
consider the renovations of the ceiling.
8
