Sand and gravel extraction provides an economic benefit to Hall County through <br /> employment, taxes, and the competition to provide road materials at the lowest cost <br /> possible to the public. <br /> 6. Alda Road is one of only four roads that provide direct north-south access across U.S. <br /> Interstate 80 and the Platte River in Hall County. All traffic crossing 1-80 and the <br /> Platte River must use one of those roads to travel north-south across Hall County. <br /> 7. The access to and from the Property from Alda Road is in close proximity to the <br /> Crane Trust Nature & Visitors Center, existing bridges and the Interstate 80 / Alda <br /> Road interchange and overpass, raising legitimate and actual traffic safety issues and <br /> hazards. <br /> 8. The Applicant's proposed mining operations on the Property are in close proximity to <br /> the Platte River, which raises legitimate environmental issues. <br /> 9. U.S. Interstate 80 adjoins this property and neighboring properties. This property and <br /> neighboring properties are already subject to significant traffic noise from I-80. <br /> 10. The conditions identified in this Resolution are designed to mitigate any negative <br /> impact to the individuals and/or entities who own real property in the area near the <br /> Property from the construction, operation, and use of a sand and gravel pit on the <br /> Property. <br /> WHEREAS, the Board finds that the Property is not an appropriate location to authorize <br /> the conditional uses of an asphalt plant, ready-mix plant, or aggregate recycling plant. <br /> NOW,THEREFORE,the Board hereby grants to Applicant a Conditional Use Permit to <br /> use the Property to operate a sand and gravel pit pumping operation, SUBJECT TO THE <br /> FOLLOWING CONDITIONS, RESTRICTIONS, AND LIMITATIONS: <br /> (A) Pumping of sand and gravel shall not be allowed within 300 feet of any <br /> public road easement or right-of-way, and a setback of 150 feet from the <br /> Property's boundary shall be maintained between the pumping operations. <br /> (B) Native trees and shrubbery along the Property's boundary shall be maintained <br /> as a visual buffer and screen pursuant to a plan designated by Hall County. <br /> (C) Pumping and other activities (including lighting) on the Property shall be <br /> limited to daylight hours fifteen (15) minutes after sunrise and fifteen (15) <br /> minutes after sunset. <br /> (D) The Property shall be operated so that any lighting thereon shall be shielded <br /> to have no light emitted above 90 degrees and the volume of sound generated <br /> from any construction or operations on the Property shall not exceed 80 <br />
