<br /><?~F'- ~?IJ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, SEPTEMBER 15, 1992 <br /> <br />. <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />and by published call with Chairperson Margaret Landis presiding. <br /> <br />,'J., <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of September 8th meeting were accepted as received on motion by <br />Quandt, seconded by Abernethy. On roll call vote Abernethy, Frauen, Hartman, <br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />County Attorney's office was not represented. <br /> <br />Commenced audit of monthly claims. <br /> <br />Discussion on claim submitted from Ha:r_Ql~RO~s~nkotter for $25.00 for member- <br />ship dues of South Central Resource :Conservation .& Development Council. <br />Motion by Leslie, seconded by AbernethY tO~P2:r~Y~ payment of $25.00 <br />for membership of South Central Resource Conservatioll~_:& Development Council. <br />On roll call vote Abernethy, Frauen, Hartman~ Lesl{e, Quandt, Wright and <br />Landis voted yes, none voted no. Motion carried. <br /> <br />Discussion claim for sign on Weed Control building from Tri City Signs for <br />$485.00 Determined to put claim on hold until all Board Members view the <br />sign. <br /> <br />No claim was submitted but discussed the bill submitted to Board Assistant <br />for $1004.77 for bookmobile repairs. Library Director had sent over copy <br />of one page of contract dated 1962 in regards to county paying repair bills <br />of over $100.00 <br /> <br />Continued audit of monthly claims. <br /> <br />10:00 A.M. Bid opening for asphaltic concrete surfacing project C40{174)-1 <br />Airport and North Road and C40(98)-1 Wood River road from end of existing <br />paving west 328 feet. <br />Affidavit of publication was read as published in Grand Island Independent <br />on September 4th, .9th and 14th. <br />Motion by Frauen, seconded by Hartman to opens bids received. On roll <br />call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted <br />yes, none voted no. Motion carried. <br /> <br />Gary Smith Construction Co Inc. Loup City <br /> <br />$137,557.38 <br />$156,178.20 <br /> <br />J.I.L. Asphalt, Grand Island <br /> <br />Motion by Frauen, seconded by Hartman to refer bids to Public Works Committee <br />and Director for recommendation. On roll call vote Abernethy, Frauen, Hartman, <br />Leslie, ,~Qu~ndf~ Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />Jerry Adkins, JIL Asphalt was present and questioned the use of motor grader <br />or trimmer. He wanted Board members to be sure trimmer and string line was <br />used on the projects as called for in specs as he would be watching the pro- <br />ject since he was not the low bidder and the specs were followed. <br /> <br />Board members continued audit of monthly claims. <br /> <br />Dan Hostler, Public Works Director and committee recommended accepting the <br />low bid of Gary Smith Construction for $135,389.38 after error in figure <br />was corrected. <br />Motion by Quandt, seconded by Hartman to accept Public Works Committee <br />recommendation and award contract to Gary Smith Construction. On roll call <br />vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, <br />none voted no. Motion carried. <br /> <br />Recessed for lunch at 11:45 A.M. and returned to regular session at 1:30 P.M. <br />with all board members present. <br /> <br />1:30 P.M. Bid opening for 3 surplus vehicles from Sheriff's Department. <br />Affidavit of publication was read as published in Grand Island Independent on <br />September 4th and 11th. <br />Motion by Quandt, seconded by Frauen to open bids received for sheriff's <br />vehicles.
