<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, SEPTEMBER 8, 1992

<br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned
<br />session and by published call with Chairperson Margaret Landis
<br />presiding.
<br />
<br />Present on roll call were Irene Abernethy, Richard Frauen, Richard
<br />Hartman, Margaret Landis, Robert Leslie, Gary Quandt and Bill
<br />Wright. None were absent.
<br />
<br />Invocation was given by Abernethy.
<br />
<br />Pledge of Allegiance was given in unison.
<br />
<br />Minutes of September 1, 1992 were accepted as received by motion of
<br />Quandt, seconded by Frauen. On roll call vote Abernethy, Frauen,
<br />Hartman, Leslie, Quandt, Wright and Landis voted yes. None voted no.
<br />
<br />9:07 A.M. - motion was made by Frauen, seconded by Hartman to go into
<br />executive session. On roll call Abernethy, Frauen, Hartman, Leslie,
<br />Quandt, Wright and Landis voted yes. None voted no.

<br />9:1Q A.M. - Frauen made motion to return to regular session, seconded
<br />by Abernethy. On roll call Abernethy, Frauen, Hartman, Leslie, Quandt,
<br />Wright and Landis voted yes. None voted no.
<br />
<br />Motion made by Frauen, seconded by Leslie to authorize Mark Young
<br />to negotiate with Hanna Car Wash and others needed to contact in
<br />regards to this bankruptcy suit. On roll call Abernethy, Frauen,
<br />Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no.
<br />
<br />Howard Maxon appeared in regards to the inter local agreement to
<br />purchase equipment foruimprovement of radio communications. Motion
<br />made by Leslie, seconded by Hartman to consider this as an emergency
<br />and to appropraite $3000, for this equipment from the inheritance
<br />fund. On roll call Abernethy, Frauen, Hartman, Leslie and Wright
<br />voted yes. Quandt and Landis voted no. Motion carried.
<br />
<br />The Siren Committee recommeded the Hall County Board of Supervisors
<br />follow Civil Defense/Communications Department Director Howard Maxon
<br />recommendation to place a siren in the county right-of-way near
<br />the intersection of Pintail and Lakeside. Motion was made by
<br />Frauen, seconded by Wright to authorize Maxon to place $lren at said i
<br />location. On roll call Abernethy, Frauen, Hartman, Les1JL~ndt,
<br />Wright and Landis voted yes, none voted no.
<br />
<br />Mark Young - Deputy County Attorney, Gerard Piccolo - Public Defender,
<br />John Brownell - Attorney and Chairman of Mental Health, Laura Shultis -
<br />Crisis Center and Mental Health board member, Linda Zimmerman - Deputy
<br />Clerk of District Court and Jerry Shaw - Mary Lanning Hospital
<br />representative appeared in regard to EPC patients. Discussion concerning
<br />the procedure of EPC patients and the billing of care for these
<br />patients. Information was shared with the chairman of the county
<br />board voicing concerns of delays and extra costs.
<br />
<br />Sheriff Arnett informed the board of a PONI (Planning Of New
<br />Institutions) conference to be held the first week of December in
<br />Colorado. He recommended that a member of the county board, the
<br />Correctional Officer and himself be able to attend this conference.
<br />Chairman Landis assured Arnett that she would discuss with the
<br />board members and find someone to attend.
<br />
<br />Dan Hostler, Public Works Director submitted the Road Department
<br />Annual Report. Hartman made motion to accept and place on file,
<br />with Quandt seconding the motion. On roll call Abernethy, Frauen,
<br />Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no.
<br />
<br />Discussed letter written to Allan Abbott, State Engineer concerning
<br />the improvements planned for the interchange of Highway 281 and
<br />Interstate I-80 being postponed until at least 1999 or beyond.
<br />Motion by Wright, seconded by Frauen to approve this letter and
<br />for the board members to sign. On roll call Abernethy, Frauen,
<br />Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no.
