<br />9 tK ~ - rAi' '-/- <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, SEPTEMBER 1, 1992 <br /> <br />~~ <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />~ and by published call with Chairperson Margaret Landis presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and Bill Wright. None were absent. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of August 25th meeting were accepted as received, on motion by Quandt, <br />seconded by Frauen, On roll call vote Abernethy, Frauen, Hartman, Leslie, <br />Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />County Attorney Ellen Totzke was present. She spoke in regard to the changes <br />in the MIP Diversion Program and presented samples of letters being mailed <br />out to those who are cited for minor in possession of alcohol in connection <br />with Central Nebraska Council on Alcoholism diversion program. <br />Sue Ostergaard, CNCA was also present to answer any questions. <br /> <br />Deputy Attorney Jerry Janulewicz was present. He spoke in regard to the letter <br />from Central 'Rfain~ Appraisal Services for the wrecked She~~ffDepartment <br />vehicle. Also -requested approval of claim for $1448.00 tQ_LCii:r~ Motors so car <br />can be delivered this afternoon. Janulewicz recommends accepting the offer. <br />Motion by Wright, seconded by Abernethy to accept settlement offer as <br />presented by Central Plains Appraisal Service on the Sheriff Department <br />vehicle. On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright <br />and Landis voted yes, none voted no. Motion carried. <br /> <br />Motion by Frauen, seconded by Quandt to approve payment of claim to Laird <br />Motors for $1448.80 for additional payment on new vehicle for Sheriff's <br />department. On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, <br />Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />Deputy Attorney had sent to Chairman of Board his opinion on the County sharing <br />cost for installation of new radio communications tower with Rural fire depart- <br />ment districts. He recommends an inter local agreement be drawn up with the <br />Fire departments. <br />Following discussion, place on next week's agenda a proposed inter local <br />agreement with Fire Departments and sharing costs fo~ uRq~te to current <br />communications tower located on Hall County Housing Building owned by Communi- <br />cation & Civil Defense, joint City & County department:--~----- <br /> <br /> <br />Discussion on the reconsideration of payment of claim to Mary Lanning Memorial <br />Hospital for services billed within 90 days. <br />Motion by Frauen, seconded by Abernethy to accept and pay the Mary Lanning <br />Memorial Hospital claim for $1800.00 for EPC patients. On roll call vote Aber- <br />nethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted <br />no. Motion carried. <br /> <br />Howard Maxon, Communication-Civil Defense Director spoke in regard to three <br />additional sirens for Hall County, to be located at (1) Platte River Drive <br />Amick Acres area(new siren) (2) Hidden Lakes Subdivision (new siren and <br />(3) Meadow Lane Subdivision (relocation of siren) <br />Discussion followed and Cheri Scranton spoke against the location of <br />siren in Hidden Lakes Subdivision. Supervisors Frauen and Landis had received <br />calls in regard to this location. <br />Motion by Frauen, seconded by Wright to approve two siren locations at <br />Platte River Drive (Amick Acres) and Goldenrod Drive (Meadow Lane Subdivision) <br />On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis <br />voted yes, none voted no. Motion carried. <br /> <br />Supervisors Landis, Wright and Quandt, with Frauen to serve as alternate to <br />meet Friday, September 4th at 10:00 A.M. with Communication Civil Defense <br />Director and Public Works Director in regard to location of siren serving <br />Hidden Lakes Subdivision. <br /> <br />Max :Morse'~~~~1>l~rn~ Center Director presented two written reports on progress <br />of Children's Village Family Resource Center and comments on handicapped rest <br />room at that location. <br /> <br />Request from Nebraska Cellular for conditional use permit to construct a <br />communications tower in Lot 4 Nl/2 Section 17, T-9, R-12 Jackson township. <br />Motion by Frauen, seconded by Quandt to set Public Hearing for 10:00 A.M <br />September 22, 1992. On roll call vote Abernethy, Frauen, Hartman, Leslie, <br />Quandt, Wright and Landis voted yes, none voted no. Motion carried. <br /> <br />-- I <br />
