<br />Attorney Janulewicz stated the conditional use permit for Heartland Coop is
<br />~ot ready Y7t. He requested information from the board members to include
<br />1n the perm1t. After further discussion the Conditional Use Permit was
<br />postpon~d for a week to see if board members received any further input from
<br />the res1dents of the area.

<br />9:45 A.M. PUBLIC HEARING: To determine whether or not Hall County should
<br />~xceed the zero percent limitation for 1992-1993 Hall County Budget and also
<br />1f should implement the authority for the additional 1 percent for total of
<br />5 percent increase on property tax requirements.
<br />Affidavit of Publication was read as published in Grand Island Independent
<br />on August 4, 1992.
<br />Motion by Quandt, seconded by Frauen to open the Public ~earing.
<br />No one present in audience spoke supporting or opposing the 1ncrease.
<br />Motion by Frauen, seconded by Abernethy to close the public hearing. On
<br />roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis
<br />voted yes, none voted no. Motion carried.

<br />.10:00 A.M. PUBLIC HEARING: Proposed 1992-1993 Hall County Budget.
<br />Motion by Quandt, seconded by Frauen to open the public hearing. On roll
<br />call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis voted
<br />yes, none voted no. Motion carried.

<br />Steve Fosselman, Director of Edith Abbott Memorial Library, presented each
<br />member with annual report of the Library and spoke in regard to the request for
<br />additional funding this year for the bookmobile. Also speaking in support of
<br />the bookmobile funding were Jeanne Saathoff, Assistant Director of the Library,
<br />Ruby Schultz, Cairo; Adrianna Davis, resident of a subdivision northwest of
<br />Grand Island and Loretta Greene, resident of I-R School District. Also present
<br />were six youths. Earl Wilson, resident of Grand Island spoke in regard to
<br />the library budget and questioned the funding. Approximately 45 minutes was
<br />spent on the discussion of the bookmobile funding.
<br />Supervisor Leslie spoke in regard to the cut of $85,000.00 for a motor
<br />grader from the Public Works Department tax asking budget. This would lower
<br />the tax asking approximately $41,000 less than last year and recommended the
<br />consideration of at least $50,000 to $55,000. be placed back in the Public
<br />Works Department budget. Discussion followed.
<br />Motion by Leslie, seconded by Wright, we put $55,000.00 back into the
<br />Public Works tax asking budget. On roll call vote Abernethy, Frauen, Hartman,
<br />Leslie, Quandt, Wright and Landis voted yes, none voted no. Motion carried.
<br />Additional comments were made in regard to this budget.
<br />
<br />Supervisor Abernethy read from copy of letter she had received from Regional
<br />III Governing Board requesting additional funding for 22 counties match for
<br />Emergency Protective Custody Program. Hall County share would be $180.04 over
<br />last year's expenditures.
<br />Motion by Abernethy, seconded by Wright to place the additional request
<br />for EPC funding. On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt,
<br />Wright and Landis voted yes, none voted no. Motion carried.
